<br />Councilmember Elvig stated that this property backs up to the commercial node and had been on <br />the radar for the Council for some time. He was unsure that it was appropriate to do a ghost plat <br />at this time when it has the potential to be a part of future development. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to Adopt Resolution #09-07-161 <br />allowing the City Administrator and Public Works Director the ability to approve the change <br />order up to a maximum of$25,000. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Jeffrey, Look, <br />McGlone, and Wise. Voting No: None. <br /> <br />Case #5: <br /> <br />Report from Personnel Committee: <br />b. Discussion Regarding Parks Maintenance Worker Vacancy <br /> <br />Human Resources Manager Reed Kone reviewed the staff report. <br /> <br />Councilmember Dehen was not aware that an analysis process had been done. <br /> <br />Human Resources Manager Reed Kone confirmed that an analysis was completed and the <br />recommendation was to fill the position with a seasonal worker. She advised that the same <br />information was presented to the Council via a budget work session the previous week. <br /> <br />I <br />Councilmember Dehen thought that a better utilization of funds would be to use the Department <br />of Corrections work staff. He advised that option had not been researched and he thought it <br />would be appropriate to check the pricing and determine what services could be gained. He <br />stated that is the reason he opposed the vote during the Personnel Committee meeting. <br /> <br />Councilmember Jeffrey stated that during the Personnel Committee meeting, he had expressed <br />the thought that a seasonal worker should be used on a temporary basis. He explained that is the <br />nature of a seasonal worker and the worker would know from the start that there would be an end <br />date to the position. He agreed that the Department of Corrections option could be reviewed as <br />an option during the 2010 budget discussions. <br /> <br />Motion by Councilmember Jeffrey, seconded by Mayor Ramsey, to direct staff to fill the vacant <br />position with the seasonal worker for the duration of the 2009 year. <br /> <br />Further Discussion: Councilmember Wise questioned if the recommendatio~ was included to <br />keep the full-time position available for 2010. Councilmember Jeffrey stated that he was not <br />saying "no" to the option for a full-time position in 2010 but thought that the Department of <br />Corrections option should be reviewed during the budget process. Public Works Director Olson <br />advised that a seasonal position would only be available for 67 days and the employee would not <br />be terminated. He stated that it would be like any other seasonal position in the City. Public <br />Works Director Olson stated that after the Personnel meeting he called Mark Siemers, who is in <br />charge of the community work group with the Department of Corrections. He advised that while <br />Mr. Seemers was interested, he was unsure if a crew would be available.
