<br />Councilmember Elvig thought the elements that were important were returning funds to the <br />RALF program and that the taxes would be paid. He was not in favor of taking over the property <br />and then raising the lease amount for the current property owner. He thought it would be better <br />to leave the lease and capture the tax dollars for the next year, advising the current business that <br />the lease rate may change in the next year. <br /> <br />Councilmember McGlone stated that he had a little experience in this area, as recently he <br />attempted to get an appraisal of an outdoor storage property. He advised that it was difficult to <br />get an exact number right now because of the lack of comparables. <br /> <br />Councilmember Wise stated that he has also experienced some of those problems. He stated that <br />the RALF funds used to purchase the property actually limit the use because eventually the <br />property would be taken. <br /> <br />Councilmember Look was frustrated with this process and that the City would continue this far <br />down the path without knowing the "landmines" that await them. He encouraged staff to ensure <br />that this does not happen again. <br /> <br />Motion by Councilmember Look, seconded by CouncilmemberWise, to Approve Option B, a <br />land lease for the 1.65 acre parcel of land at 6811 Highway 10 NW as detailed in the staff report <br />and authorize the Mayor and City Administrator to execute such a lease upon approval of the <br />City Attorney as to legal form. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Wise, Dehen, Elvig, <br />Jeffrey, and McGlone. Voting No: None. <br /> <br />Councilmember Jeffrey thought that the tenant should be informed of this process and the <br />renegotiation that would occur in September 2010. <br /> <br />Attorney Goodrich explained that a land survey would still be required in regard to the lot spilt. <br />He advised that authorization would also be needed for Mayor Ramsey and City Administrator <br />Ulrich to approve and sign the configuration based on the sketch drawing for the registered land <br />survey. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Wise, to approve the land <br />configuration, based on the sketch drawing for the registered land survey and authorize Mayor <br />Ramey and City Administrator Ulrich to sign the land survey. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Look, Wise, Dehen, Elvig, <br />Jeffrey, and McGlone. Voting No: None. <br /> <br />Attorney Goodrich advised that there were still a few more issues that need be resolved in regard <br />to the T AMM lease and he wanted to ensure that the City would not be responsible for some of <br />the lease terms.
