<br />APPROVAL OF MINUTES <br /> <br />Motion by Chairperson VanScoy, seconded by Board Member Cleveland, to approve the <br />following minutes as presented: <br /> <br />1) Board of Adjustment public hearing and regular meeting minutes dated September 4, 2008 <br /> <br />Motion Carried. Voting Yes: Chairperson Van Scoy, Board Members Cleveland, Nixt, and <br />Rogers. Voting No; None. Absent: Board Member Hunt. <br /> <br />PUBLIC HEARINGS/BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Appoint Chair and Vice Chair of Board of Adjustment <br /> <br />Associate Planner Gladhill stated that each year, Board Members are asked to appoint a Chair <br />and Vice Chair of the Board of Adjustment. He explained that there are currently two ex officio <br />members whose terms have expired and. they have not been reappointed; staff recommends <br />tabling action on this item until the Council takes action. He added the two ex officio members <br />are allowed to discuss the matters before the Board of Adjustment this evening, but are not <br />allowed to vote. <br /> <br />Chairperson VanScoy requested an explanation on the change in policy by the Council and the <br />timing of this change. <br /> <br />Community Development Director Miller stated that ordinarily, appointments are made by the <br />previously seated Council, however, pursuant to the Charter, appointments are supposed to be <br />made by the new Council. She explained that this year, the Council elected not to make <br />appointments in the manner that has been done in the past and the newly elected Council moved <br />forward at a work session with a new policy that does not favor incumbents. <br /> <br />Board Member Cleveland pointed out that Council work sessions are not formal meetings where <br />action can be taken. <br /> <br />Community Development Director Miller stated the new policy will come before the Council at <br />its meeting on Tuesday, January 13. <br /> <br />. Board Member Cleveland stated she felt the Board of Adjustment should move ahead and <br />appoint a Chair and Vice Chair. <br /> <br />Community Development Director Miller stated the organizational structure of boards and <br />commissions routinely comes before the Council at its first meeting in January; Council <br />instructed staff that they do not wish to favor incumbents and incumbents should go through the <br />interview process just like applicants. She indicated that the Council received feedback from <br />citizens that they have not been able to serve on boards and commissions and the Council wants <br />a more open process for appointment to boards and commissions. <br /> <br />Board of Adjustment/January 8, 2009 <br />Page 2 of7 <br />
