REQUEST FOR SITE PLAN REVIEW; <br />CASE OF QDP & .TBT ALLIANCE, LLC <br />By: ,Tim Gladhill, Ass Qciate Planner <br />Background: <br />CASE # 4 <br />QDP & JBT Alliance, LLC, is proposing to construct a new facility at the intersection of Sunfish <br />Lake Boulevard and 144"' Avenue in the Sunfish Lake Business Park Third Addition. <br />Notification: <br />Site Plans do not require a public hearing. <br />Observations: <br />The Applicant is proposing to construct a 20,000 square foot manufacturing and office facility in <br />the E-1 Employment District. Warehouse, manufacturing, and office uses are permitted uses in <br />this district. The project includes TIF assistance. <br />The proposed site will have a building coverage of approximately 20%. City Code permits <br />building coverage up to 45%. The submitted site plan also meets all building and parking <br />setbacks required in the E-1 District. The Site Plan also indicates an area for a future expansion <br />of approximately 20,0.00 square feet. In addition, the Applicant is proposing to purchase only a <br />portion of the existing parcel, necessitating a subdivision of the property. A case for a variance <br />to platting requirements is also scheduled for the Board of Appeals to subdivide the property. <br />The site currently proposes to have two accesses onto 144'' Avenue. City Code requires 35 <br />parking spaces for the type and size of building proposed; 41 parking spaces are shown on the <br />submitted site plan. - City Staff finds the Site Plan provides adequate parking. <br />The drainage, grading, utility and landscaping plans are generally acceptable with revisions <br />outlined in the Staff Review Letter. <br />The building is proposed to be constructed of dual color rock faced brick. Staff finds this <br />acceptable to City Code standards. Prior to the Planning Commission, the Applicant requested <br />minor modifications from the original plans to switch from pre -fabricated concrete, tip -up panels <br />to dual rock faced brick, with a slight reduction in building height. Those changes were reviewed <br />by the Planning Commission prior to making a recommendation. The proposed changes meet the <br />requirements_ in City Code. <br />It has been the policy of the City to require trails to be constructed on both sides of County <br />Roads. The City has required construction of trails along County Roads as development occurs, <br />crediting the costs of construction to Trail Development Fees. In the event the construction of <br />
