CC CASE # 9
AUTHORIZE ENTERING INTO REVISED JOINT POWERS AGREEMENT WITH
THE CITY OF NOWTHEN FOR FIRE PROTECTION SERVICES
By: Dean Kapler, Fire Chief
Background:
On September 11, 2007 the cities of Ramsey and Nowthen entered into a Joint Powers Agreement
for Fire Protection. The agreement has been and continues to be in effect.
At the time the agreement was first authorized, the City of Nowthen was going through the
process of incorporating from Burns Township to a city status. The original contract contained
many references to "Burns Township". Earlier this year the City of Nowthen asked to revise the
contract to include the "City of Nowthen" rather than Burns Township. The attached revised
contract also excludes the section prorating the original contract for service fees until the Joint
Powers Agreement went into effect.
Funding:
The City of Ramsey's financial portion of the agreement remains the same. Nowthen's payment
to the Ramsey Relief Association was increased from $3600 to $3708 effective 2009.
Recommendation:
Staff recommends authorizing entering into the revised Joint Powers Agreement. The City
Attorney has reviewed the document and recommends approval.
Council Action:
Motion to accept/reject Staff's recommendation to authorize entering into the revised Joint
Powers Agreement.
Reviewed By:
Deputy City Administrator
City Attorney
Fire Chief
CC: 08/25/2009
