<br />Case #4: <br /> <br />Background re Amending Subsections 2.5 and 4.5.5 of the City's <br />Charter . <br /> <br />City Attorney Goodrich gave a brief overview of the Charter and the role of the Charter <br />Commission. He touched on the Charter amendments over the years as well as the <br />process for amending the Charter. <br /> <br />A brief discussion ensued relating to hook up to City sewer and water. Mayor Ramsey <br />stated that when he was campaigning, people talked about not wanting to be prevented <br />from hooking up if that's what they desire. <br /> <br />Mr. Goodrich stated that the problem with that would be the funding. The sewer/water <br />hookup is a give and take situation. <br /> <br />Acting Chair Cleveland asked for an opinion from the Commission as to whether this <br />case - amending subsections 2.5 and 4.5.5 of the City's Charter - should be discussed <br />now or wait for the next meeting when more members may be present and there are <br />official officers present. <br /> <br />Commissioner Erickson inquired if staff had any more information from Council's <br />discussion about the ordinance for amending the Charter other than what was written in <br />the case. <br /> <br />Mr. Goodrich replied that the "then" Council suggested they meet with the Charter <br />Commission to discuss this subject. We could invite them to a meeting to discuss this <br />with the Charter. <br /> <br />Commissioner Sherman suggested meeting with just the Charter first and then invite the <br />Council at a later date. <br /> <br />Acting Chair Cleveland agreed with Ms. Sherman's suggestion. She added that the <br />Commission should review everything again to see if we want it to say what it says now <br />or if we should change the language. <br /> <br />Commissioner Erickson felt that the liaison portion was most confusing. <br /> <br />Commissioner Field stated that as a new member, he reviewed the background of the <br />case and he had some confusion over the liaison language and wondered why it even <br />came up. He thought it would be useful to have a joint meeting with the City Council at <br />some point and added that it was helpful to have the City Council meeting minutes when <br />this was discussed. He added that it may also be helpful to see how other charter cities <br />deal with this issue. . <br /> <br />Acting Chair Cleveland stated that all of that has been done. She stated that if she had an <br />issue in her ward, she would expect her Councilmember to be a representative of her <br />ward - an at large Councilmember should be covering the whole City.
