Miller, Planning Manager <br /> <br />Background: <br /> <br />Per Council's direction, staff has been working on an ordinance to regulate outdoor storage/off-street <br />parking on residential parcels based on the number of items combining vehicles and recreational <br />equipment to equal an item. Further, the breakdown between the urban services area and non-urban <br />services area has also been added. The overall number of items allowed is broken down by lot size; <br />the screening requirements are different for the MUSA vs. non-MUSA. We have kept the <br />requirement for vehicles to be licensed and operable to discourage any type of salvage situation and <br />maintain aesthetics of residential neighborhoods. The enclosed information is meant to be a starting <br />point for discussion. Also, enforcement will continue to be on a complaint basis only. <br /> <br />Analysis: <br /> <br />We have also added some additional language clean-up to address a couple of issues that have caused <br />enforcement problems in the past. The highlights of what staff would propose for an ordinance are as <br />follows: <br /> <br />1. 4-5 items allowed for outdoor storage and parking on parcels less than 1.5 acres in size. <br /> <br />2. 6-7 items allowed for outdoor storage and parking on parcels between 1.5 acres and 5 acres in <br />SIze. <br /> <br />3. 10 items allowed for outdoor storage and parking on parcels 5 acres or greater in size. <br /> <br />4. Items stored or parked in rear yards shall maintain a 10 foot setback of the edge of parking <br />surface (if they are parking motor vehicles) or equipment from property lines in the rear yard. <br />Side yards would be a 5 foot setback from property lines. <br /> <br />5. Items stored or parked separate from other items shall/count as 1 item each; multiple items <br />stored or parked on atrailer, for ins~ce, count as 1 item. (Example: 2 snowmobiles and an <br />empty trailer on the ground are 3 items; 2 snowmobiles on a trailer are 1 item). <br /> <br />1 <br />
