Mayor Ramsey stated that he thinks the fare should be increased, but noted that this could be
discussed in the future.

Diane McKenzie 5419 - 145th Avenue NW, stated that her experience has been if you raise the
price, it will never go back down. She stated that she has heard that there has already been
vandalism at the Anoka transit stop and noted her concern for the safety of their vehicles if they
would have to park and ride there.

2) Discuss Property Abatement Issues

City Administrator Ulrich reviewed the staff report. He noted that there has been very strong
compliance after the first letter has been sent out. He asked for feedback from the Council on
what kind of feedback they are getting on the program. He reviewed some pictures of some
properties in the City which abatement has been pursued. He noted a situation where there has
been an issue with a resident parking a commercial vehicle on his lot.

Councilmember Dehen noted that he received feedback at National Night Out that citizens
support that the City has been more proactive in this area.

Associate Planner Gladhill played an angry voice mail recording he received regarding the
abatement process and the commercial vehicle.

There was discussion about commercial vehicles versus large recreational vehicles and what
constitutes a nuisance.

Councilmember Dehen stated that he feels the easiest delineation is between commercial
vehicles and others. He noted that the City has allowed commercial vehicles to be in residential
areas, if they provide the 75% screening.

Mayor Ramsey noted that there are a lot of companies that require the employees to take their
vehicles home.

There was a discussion about the differentiation between standard passenger vehicles that may
be used for commercial purposes and commercial vehicles.

Councilmember McGlone stated that back in 1996, he got a letter from the City that code had
changed and he would need to do some things to be in compliance. He stated that he spent the
$5,000 to be in compliance, so he doesn't have much sympathy for people who have to bring
their truck home and don't want to follow the rules.

Mayor Ramsey stated that he doesn't agree that just because there is a business name or
commercial name on the side of a truck or trailer that it shouldn't be allowed.

Councilmember Dehen stated that this is why he feels there should be a discussion about
allowing a certain number of vehicles on certain sized lots.

City Council Work Session I August 11,2009
Page 3 of5
