<br />Commissioner Elvig stated that he agrees that the facility should be as close to the train station <br />and parking ramp as possible. He believes that the V A and Allina like the idea of close <br />proximity to each other. He stated that he also doesn't think a one level facility should be built <br />and noted that there are a lot of ancillary businesses that go along with the V A such as physical <br />therapy and pharmacies that could locate on a second floor. <br /> <br />City Administrator Ulrich stated that the City would need to bring in some type of partner if we <br />decide to build it ourselves and lease it out. <br /> <br />Commissioner McGlone stated that he doesn't think a contractor needs to be brought in at this <br />point. <br /> <br />City Administrator Ulrich noted that a contractor could give us an idea of costs so the City can <br />establish a lease rate, so he feels it is important to bring a contractor in as soon as possible. <br /> <br />There was discussion about what will be included in the RFP and the need to have a contractor <br />involved along with the City. <br /> <br />Commissioner Elvig suggested having three different contractors give their opinions to the City. <br /> <br />Commissioner Wise stated that it seems to him that the City would want this to get into the <br />private market so it can get the tax base. He noted that he does not want to be a landlord. <br /> <br />Commissioner Look stated that he doesn't know why they would want to go private and have to <br />pay taxes. <br /> <br />Chairperson Dehen asked if there was any opposition in having the Ramsey Steering Committee <br />recommend a possible location for this facility in the RFP. <br /> <br />There was no opposition. <br /> <br />There was a consensus for the Finance Committee to look at the financing for this RFP. <br /> <br />Commissioner McGlone asked how the City would protect itself and the proposal details from <br />leaking to other communities that are also working towards this project if the City works with a <br />contractor. <br /> <br />Commissioner Elvig explained the usual process for subcontracting this work out in the bid <br />process. <br /> <br />City Administrator Ulrich suggested that the City has a list of medical contractors that work in <br />Minnesota and the City could send out a letter soliciting interest. <br /> <br />Commissioner McGlone stated that he feels some of the extra things that the City can tJ:rrow in to <br />the deal should be kept proprietary. <br /> <br />Housing and Redevelopment Authority / August 11, 2009 <br />Page 3 of6 <br />
