<br />City Attorney Goodrich stated that he feels there are ways that this information could be kept <br />private. <br /> <br />City Administrator Ulrich reviewed the next steps and noted that they will bring back <br />information to the HRA. <br /> <br />Commissioner Elvig stated that he thinks there still needs to be discussion on a design firm. He <br />asked if the City was going to work with Landform. <br /> <br />Deputy City Administrator Nelson stated that the City would want to seek a proposal from <br />Landform for this project and that could be brought back for discussion on August 25,2009. <br /> <br />There was a discussion about getting proposals from multiple entities, such as Landform, LSA, <br />and Kimley Horn, and asking for a quick turn around time on these proposals. <br /> <br />Case #2: <br /> <br />Review HRA Administrative Issues <br /> <br />Deputy City Administrator Nelson reviewed the staff report. <br /> <br />City Attorney Goodrich reviewed the State Statute with relation to stipends for the HRA <br />members. He reviewed the League of Minnesota Cities response to his inquiry about this Statute <br />and noted that he feels comfortable in drafting an ordinance to provide for an increase in the <br />stipend. <br /> <br />Commissioner Elvig suggested that HRA meetings be held on a day that a Council meeting is not <br />scheduled. <br /> <br />Commissioner Ramsey stated that he would rather not go through a legal proceeding to give <br />ourselves a raise. <br /> <br />Chairperson Dehen stated that he doesn't see a problem with this and doesn't think it would turn <br />into a legal issue. <br /> <br />Commissioner Look stated that he doesn't think $75 is worth the possible political nightmare <br />that this may create. <br /> <br />Chairperson Dehen stated that he would like to see this move forward for a Council vote. <br /> <br />COMMITTEE REPORTS <br /> <br />None. <br /> <br />EXECUTIVE DIRECTOR'S REPORT <br /> <br />Chairperson Dehen stated that he feels the HRA should make a formal request for the County to <br />pay for a rail stop. <br /> <br />Housing and Redevelopment Authority / August 11,2009 <br />Page 4 of6 <br />
