City Attorney Goodrich stated that he feels there are ways that this information could be kept private. City Administrator Ulrich reviewed the next steps and noted that they will bring back information to the HRA. Commissioner Elvig stated that he thinks there still needs to be discussion on a design firm. He asked if the City was going to work with Landform. Deputy City Administrator Nelson stated that the City would want to seek a proposal from Landform for this project and that could be brought back for discussion on August 25,2009. There was a discussion about getting proposals from multiple entities, such as Landform, LSA, and Kimley Horn, and asking for a quick turn around time on these proposals. Case #2: Review HRA Administrative Issues Deputy City Administrator Nelson reviewed the staff report. City Attorney Goodrich reviewed the State Statute with relation to stipends for the HRA members. He reviewed the League of Minnesota Cities response to his inquiry about this Statute and noted that he feels comfortable in drafting an ordinance to provide for an increase in the stipend. Commissioner Elvig suggested that HRA meetings be held on a day that a Council meeting is not scheduled. Commissioner Ramsey stated that he would rather not go through a legal proceeding to give ourselves a raise. Chairperson Dehen stated that he doesn't see a problem with this and doesn't think it would turn into a legal issue. Commissioner Look stated that he doesn't think $75 is worth the possible political nightmare that this may create. Chairperson Dehen stated that he would like to see this move forward for a Council vote. COMMITTEE REPORTS None. EXECUTIVE DIRECTOR'S REPORT Chairperson Dehen stated that he feels the HRA should make a formal request for the County to pay for a rail stop.
