<br />~. ~ <br /> <br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report: WMO Draft 3rd Generation <br />Plan <br />By: Chris Anderson, Environmental <br />Coordinator <br /> <br />Background: <br /> <br />The Lower Rum River Water Management Organization is in the process of drafting their 3rd Generation <br />Plan, which will guide the activities of that organization for the next ten years. The purpose of the plan <br />is to outline desired outcomes relating to storm water management while providing its member <br />communities, including Ramsey, clear direction in terms of controlling the quality and quantity of <br />storm water runoff relating to development and redevelopment prior to discharge into wetlands, lakes <br />and rivers. <br /> <br />Staff has reviewed the goals and policies and implementation sections of the draft plan in relation the <br />current ordinances and Surface Water Management Plan (SWMP). Based on Staffs review, much of <br />the draft plan seems to reinforce our current regulations and goals of the SWMP. However, there are <br />some differences, most notably references to wetland buffers. <br /> <br />The Environmental Policy Board has had an opportunity to review the draft plan and provided several <br />recommendations for City Council consideration including: <br />. Revising language of policies 2.9 and 7.6 to reference Best Management Practices (BMPs) rather <br />than specifYing wetland buffers to provide more flexibility. <br />. Revising language of policies 3.4 and 3.5, which specifically refer to two invasive species, purple <br />loosestrife and Eurasian water milfoil, to address any invasive species iqentified by the MN DNR. <br /> <br />The full draft plan is available for review either by accessing the FIP site or it can be downloaded to a jump <br />drive if requested. <br /> <br />Action Statement: <br /> <br />Provide feedback on the draft 3rd Generation Plan so that Staff can provide comments to the WMO. <br /> <br />_~Ibr- /('/ I _ n <br /> <br />CIty Administrator: ~ ~ <br />Planning Manager <br />Director of Public Works/Principal City Engineer <br />City Engineer <br />Assistant City Engineer <br /> <br />CCWS: 9/1/09 <br /> <br />Attachments: <br /> <br />A.
