<br />Attachment A <br /> <br />Goals and Policies (8410.0080) <br /> <br />8410.0080..... Establishment of Goals and Policies <br /> <br />Subpart 1. Plan Contents. Each plan must contain specific goal statements and corresponding <br />policies relating to the overall purposes specified in Minnesota Statutes, Section 103B.201. The <br />goals anq policies of the watershed management organization shall attempt to avoid conflict with <br />county, regional, or state goals and policies. The goals must. be outlined in sufficient detail to <br />provide direction regarding what the policies should accomplish, provide dtrection to the <br />organization's board, and allow for the success or failure of the goals and policies to be quantified. <br />The goals and policies should recognize the fundamental relationship between water quality and <br />land use. Development of goals and policies must, at a minimum, address the issues in Subparts 2 to <br />9. <br /> <br />Mission Statement <br />The most logical first step in any comprehensive planning process is to clearly define the limits of <br />the project. The best way to develop consensus among all concerned parties is to establish a problem <br />statement and a mission statement. <br /> <br />The Mission Statement represents the WMO's attitudes related to surface water management. The <br />mission statement focuses on what is to be accomplished; the plan focuses on how it is to be <br />accomplished. <br /> <br />Problem Statement <br />Theincrease in urbanization, with its associated runoff and sediment-related pollutants will <br />have an impact on wetlands and other water resources including the Rum River and <br />Mississippi River. <br /> <br />M issionStatement <br />The Lower Rum River Watershed Management Organization, in cooperation with Anoka <br />County, state and federal agencies, and its member communities will prepare a watershed <br />plan which will accommodate anticipated community development and redevelopmentwhile <br />providing clear direction to the member communities for controlling the quality and <br />quantity of stormwater runoff and properly managing surface and groundwater resources <br />and the physical habitat of existing wetlands, lakes and the Mississippi River, and the Rum <br />River in a consistentfashion. <br /> <br />Water Management Plan <br />P:\Mpls\23 MN\02\2302047\WorkFiles\3rd Gen WMP\LRRWMO_3rdGen WMP _July 2009_Draft.doc <br /> <br />44 <br />
