Impact on Local Government (8410.0110)
Existing Local Controls

8410.0110 -Impact on Local Government

Subpart 1. Existing local controls. Each plan shall review the impact of local controls and
programs required by the plans according to part 8410.0100. This review shall include concerns
expressed by counties, cities, and townships with respect to their administrative and financial .
capabilities to adopt and enforce the controls and programs in addition to a table that generally
describes the status of local controls and programs of affected counties, cities, and townships with
respect to that required by the plan.

The philosophy to the Lower Rum River Water Management Organization relies on each member
city to address their own water resource management issues and to work cooperatively with each
other to resolve intercommunity related issues. The impact of local controls and programs varies
from community to community. Those communities that are nearly fully developed, will feel a
different impact than will a developing community.

Compliance with water resource regulations in a developed area often requires expensive retrofitting
up the land acquisition to control runoff. Conversely, compliance for a developing community may
have less impact because the community can take a proactive approach to implementing programs
and developing comprehensive plans to put in place the necessary infrastructure to avoid future water
resources problems.

The status of local controls and programs are listed in Table 11.

Table 11 Lower Rum River Watershed

Anoka

y
y
y
y

Minimum
Building
Elevations
y

y

y

y

Filling of
Storage
Areas

Coon Rapids
Ramsey

y
y
y
y

y
y
y
y

y
y
y
y

N
y
y
y

y
y
y
y

y
y
y
y

Andover

Y Existing regulation adequate
N Regulations need to be adopted

Water Management Plan
P:\Mpls\23 MN\02\2302047\WorkFiles\3rd Gen WMP\LRRWMO_3rd Gen WMP_July 2009_Draft.doc

92
