<br />,Case #6: <br /> <br />Feasibility Study for Safety Improvements on Dysprosium / 143rd Avenue / <br />Argon Streets <br /> <br />Background: <br /> <br />The purpose of the case was to get direction on what aspects of the design of Dysprosium should <br />be included in the Feasibility Study. After lengthily discussion on sidewalks, boulevard trees, <br />maintenance responsibilities, traffic calming and parking, the following staff direction was <br />received: <br /> <br />Prepare a Feasibility Study with two options: <br /> <br />. Option 1 <br />. Option 2 <br /> <br />2-11' travel lanes and 2-8' parking lanes. <br />2-11' travel lanes and 1-8' parking lane on the west side of the road. <br /> <br />"Necking" at all intersections between Nowthen Boulevard and Bunker Lake Boulevard. <br />Intersection chokers shall be included on both options. Sidewalk and boulevard trees shall be <br />included on both sides of the road for both options. The safety improvements on 143rd Avenue <br />and Argon Street shall include restricting parking on one side of the street and striping a <br />pedestrianlbicycle lane. Finally staff was requested to ask MnDot to consider realigning the turn <br />lanes on TH 47 such that opposing left turners would be directly facing each other <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />COMMITTEE INPUT <br /> <br />Councilmember Dehen stated he was contacted by a resident who had a concern regarding the <br />septic he was installing. The resident stated the City asked that he sign an indemnification <br />agreement, holding the City harmless if there are any problems with the installation. <br />Councilmember Dehen requested a discussion on the requirements for indemnification <br />agreements for septic system installation and whether there are any legal ramifications that the <br />City could be found liable for work done by any individual. Also, whether or not the City wants <br />to allow people who are not certified to install systems. <br /> <br />Councilmember McGlone stated his concerns regarding sidewalks and asked if the City has a <br />written agreement addressing when sidewalks should be installed, noting he would like to review <br />the City ordinance.
