CASE # .3

REVIEW DRAFT CULVERT POLICY
By: Steven Jankowsld, Assistant City Engineer

Background:

At the June 16, and July 21, 2009 Public Works Committee meetings the Committee disc1.1ssed
the need for defining installation and maintertllnce responsibilities for driveway culverts in those
areas of the City where, roadside ditches are used to carry storm water drainage. Although the
current City Code does not address the requirements for driveway culverts, as late as 1999 the'
code required that a minimum 15 inch culvert be placed beneath. every driveway unless it was
determined by the street superintendant that a cttlvertwould not be required.

At the July meeting the Committee expressed concern with the draft policy. The Committee
pointed out that some areas which currently do not have culverts are functioning quite
satisfactorily without them. Staff has attempted to address those concerns by adding language to
the second paragraph of the policy which would identify conditions where driveway culverts
may not be necessary. Attached to this case is a draft policy for the Committee's review.

Recommendation:

Staffrecom111ends that the Committee recommend the attached culvert policy to City Council 'for
adoptiOll following review by the City Attorney.

Action:

Motion to rec?m.mend adoption of the draft driveway culvert to the City Council for adoption
following revie\v by the City Attorney.

~-.' _--:;.'::.r'~

,- .
