DRIVEWAY CULVERT POLICY Purpose: Significant areas of the City rely on roadside ditc,hes to convey r\..1Ooff to rivers, storm ditches, lakes and ponds. Proper drainage of the roadway is essential for the longevity of the pa,vements in which the public has a substantial investment. Individual driveways normally require c:ulverts to prevent the obstructiol'1 of the free flow of storm water within these ditch systems. This policy is intended to outline the reguirements and responsibilities for'the maintenance and repair of private driveway culverts within the public right of way. Determination of culvert required - The Street Superintendant shall' detem1ine whether a driveway culvert shall be required as a part of a new or reconstructed driveway. In making this determination the following factors shall be considered; a) the presence of an adequate ditch system in the area, b) the presence of culverts in neighboring drjveways~ c) the ability of available ponding to handle runoff, and d) whether a driveway is located at a highpoint. installation requirement - Where detennined to be required, a minimum of a 15 inch corrugated metal culvert or High Density Polyethylene CHDPE) with flared apron end sections shall be installed under driveways constructed after the date of adoption ofthis policy. This requirement shall also be applicable to existing driveways which are upgraded from dili or gravel to hard ' pavement, and those which are reconstructed through the removal of deteriorated pavement or regrading. Prohibition of Removal- The removal of an existing culvert is prohibited and any property owner who violates this policy shall be responsible for damage resulting fl'OI'll the blockage or removal of a culvert. .Maintenance - It shall be the responsibility of the property owner to maintain the driveway culvert in good condition. Should the culvert become plugged or collapsed, the street superintendant may order its repair or replacement. In such an event the property owner shall be notified by certified letter and shall be given areasomtl,le time period to have the l;epair completed. Failure to complete within this period shall be cause for the City to perform the repair and have the charges assessed against the property. . City to provide culvert at cost - As a service to the property owners, the PublicW orks Department shall furnish and deliver culvert materials for installation by the property owner. The City will charge the property owner only its cost for the materials.
