<br />CASE # 3 <br /> <br />CONSIDER AWARD OF CONTRACT FOR CITY PROJECT #08-32, <br />ANDRIE STREET & 164TH LANE STREET IMPROVEMENTS <br />By: Tim Himmer, City Engineer <br /> <br />Background: <br /> <br />This project was originally included in the 2008 Street Maintenance Program as an overlay <br />project. At the March 18, 2008 Public Works Committee meeting some residents expressed <br />concern with the drainage and roadway conditions and questioned whether an overlay would <br />solve these problems. On April 15, 2008 this item was brought back to the Public Works <br />Committee with a revised scope of project to include a mill and overlay, concrete curb and <br />gutter, a bituminous trail, and storm sewer improvements. <br /> <br />Throughout numerous conversations and public meetings a Feasibility Report was ordered by the <br />City Council on June 10, 2008, and a public hearing was held on January 13, 2009. Following <br />the required process and timeline for project initiation, the project was ordered by the City <br />Council on February 24, 2009. Per the Feasibility Study and Council direction this project is <br />proposed to be reconstructed to MSA standards, including a 9 ton design and 32 foot width; <br />which would allow for parking on one side. AS' concrete sidewalk is proposed (as a bid <br />alternate) along the north and east right-of-way line, and storm sewer improvements are included <br />to improve surface drainage throughout the corridor. <br /> <br />On August 11,2009 Council authorized the project for bid, and received a petition from <br />residents stating that they were not in favor of the inclusion of a sidewalk with the street <br />reconstruction project. At that meeting staff was directed to send a mailing to all residents <br />within the NORTHFORK area making them aware that the sidewalk decision will be made at <br />this meeting when the project is considered for award (see attached). <br /> <br />This project will take approximately 6 - 8 weeks to complete, which would put us into the month <br />of November. Due to cold temperatures at this time of year it may be difficult to complete final <br />restoration and the concrete sidewalk work prior to the end of the year, and project completion <br />could slip into the 2010 construction season. We are also running into conflicts with the small <br />utility providers and assessing potential relocations of their equipment, which may lead to <br />additional scheduling conflicts. <br /> <br />Funding: <br /> <br />The majority ofthe roadway project including design, street and sidewalk construction, and <br />storm sewer installation will be funded with MSA dollars. Assessments are proposed to cover <br />the cost of one half the original overlay project that was initially proposed in the 2008 Street <br />Maintenance Program, which was estimated at approximately $1,700 per parcel. <br /> <br />Bids are scheduled to be opened at 10:00 am on Friday September 4th, so the final contract <br />numbers will be presented prior to the City Council meeting on September 8th.
