<br />b. The replacement of portions of a WECS previously removed requires the <br />issuance of a new conditional use permit. <br /> <br />9.17.13 Interference with Public Safety Telecommunications. No new or existing WECS with <br />co-location of telecommunications antennas shall interfere with public safety <br />telecommunications, in accordance with the rules and regulations,ofthe Federal Communications <br />Commission. Before the introduction of new service or changes in . existing service, <br />telecommunication providers shall notify the City at least ten (l0) calendar days in advance of <br />such changes and allow the City to monitor interference levels during the testing process. <br /> <br />9.17.14 Submittal Requirements. In addition to the information required elsewhere in this <br />Code, development applications for WECS shall include the following supplemental information: <br /> <br />a. A report from a qualified and licensed professional engineer which: <br /> <br />1. describes the WECS height and design including a cross-section and <br />elevation, <br /> <br />2. includes other information necessary to evaluate the request. <br /> <br />a. A noise study, prepared by a qualified professional, demonstrates that except <br />for intermittent episodes, the WECS shall not emit noise in excess of the <br />limits established in City Code which: <br /> <br />1. describes and maps the project's noise producing features, including <br />the range of noise levels expected and the basis of the expectation <br /> <br />2. describes and maps the noise sensitive. environment, including any <br />sensitive noise receptors, e.g., residences,. hospitals, libraries, <br />schools, places of worship, parks, areas with outdoor workers, and <br />other facilities where quiet is important or where noise could be a <br />nuisance within 1,000 ft. <br /> <br />3. surveys and reports by a qualified engineer that analyzes the <br />preexisting ambient noise (including seasonal variation) and the <br />affected sensitive receptors located within 1,000 ft. <br /> <br />4. describes and maps the cumulative noise impacts of any problem <br />areas identified <br /> <br />5. describes the project's proposed noise control features and specific <br />measures proposed to mitigate noise impacts for sensitive receptors <br />as identified above to a level of insignificance <br /> <br />b. A shadow flicker model that demonstrates that shadow flicker shall not fall <br />on, or in, any existing residential dwelling unit. Shadow flicker expected to <br />fall on a roadway or a portion of a residentially zoned property may be <br />acceptable if the flicker does not exceed thirty (30) hours per year; and that <br />the shadow flicker will fall more than one hundred feet (100') from an <br />existing residence; or the traffic volumes are less than five hundred (500) <br />vehicle trips per day.
