He stated the market would be a place to purchase locally
grown fruits, vegetables, and flowers and their goal is to start something in 2010. He stated the
growers association is interested in working with the City to determine location, parking,
signage, and licensing.

Councilmember Dehen expressed support for a farmers market and asked how they intend to
make certain that the vendors are all local and that the product is locally grown.

Mr. Golyer stated the Anoka County Growers Association does not allow resellers and does not
even allow a vendor to sell another vendor's product. He stated they feel it is important for
people to know the people who are growing their food.

Councilmember Elvig stated a farmers market is a great opportunity to bring the community
together.

Deputy City Administrator Nelson stated she will work with Mr. Golyer to put something
together for spring 2010 and bring the proposal to the City Council at that time.

CITIZEN INPUT

Mike Starr, 3215 217th Avenue NW, Anoka, stated he is running for State Senate, District 48,
and is interested in visiting all the City Councils and School Boards in an effort to build a
relationship and introduce himself as a Senate candidate.

APPROVE AGENDA

Mayor Ramsey requested Consent Agenda item # 14 be pulled and placed on the Regular
Meeting agenda as Case # 10.

Councilmember Dehen expressed concern that the Report from the Finance Committee (Consent
Agenda item #26) requires action by the City Council on items, which do not include current
information, i.e., the Finance Committee met prior to the Regular Meeting and, therefore, no
minutes, are available for Council review. He stated he does not want to approve something if
he is not aware what happened at the meeting.

Mayor Ramsey agreed and suggested pulling Consent Agenda item #26 for discussion purposes.

City Council / August 25, 2009
