<br />Motion carried. <br /> <br />Case #10: <br /> <br />Adopt Resolution #09-08- XXX Authorizing 1st Partial Payment to Allied <br />Blacktop for Division A of the 2009 Pavement Maintenance Program <br />(Improvement Projects 09-01 through 09-10) <br /> <br />Councilmember McGlone returned to the Council Chambers. <br /> <br />Public Works Director Olson reviewed the staff report. <br /> <br />The Council discussed the sealcoating contractors and the relatively short timeline they have for <br />completing their work during the hottest part of the summer.. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to Adopt Resolution #09-08-195 <br />Authorizing I st Partial Payment to Allied Blacktop for Division A of the 2009 Pavement <br />Maintenance Program (Improvement Projects 09-01 through 09-10). <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Look, McGlone, <br />and Wise. Voting No: None. Absent: Councilmember Jeffrey. <br /> <br />Case #11: <br /> <br />Report from Finance Committee (8/25/09) <br />1) Consider Proposal for Strategic Financial Planning Services <br />2) Consider Partial Acquisition of Lot 1, Block 1, Alpaca Estates <br />3) Authorize Amendment to Cost-Sharing Agreement with ACRRA for <br />Final Design for the Northstar Commuter Rail Station in Ramsey <br /> <br />Councilmember Look provided a report on the Finance Committee meeting held earlier this <br />evening. He stated the Finance Committee is recommending that the Council approve the <br />proposal from Northland Strategies in an amount not to exceed $13,600. <br /> <br />Councilmember Dehen asked if the reason the City is not opening this up to other quotes is <br />because it is impractical to use somebody else at this point due to the uncertainty of the nature of <br />work. <br /> <br />City Administrator Ulrich stated that Northland Strategies currently acts as the City's financial <br />consultant and their services are utilized on a daily basis. In addition, Northland is familiar with <br />the City's finances, they have done strategic financing plans for the City, and this work would <br />allow staff to budget for an expenditure for the Ramsey Town Center. <br /> <br />Councilmember Look stated that case #2 involving a partial land acquisition was postponed <br />pending completion of the preliminary design drawings for the Armstrong interchange upgrade. <br />He stated the Finance Committee felt it was the responsible thing to do and to know what the <br />City is buying before making a purchase. <br /> <br />City Council / August 25, 2009 <br />Page 17 of 19 <br />
