Councilmember McGlone requested further information regarding the applicant's ability to drive <br />his trucks when the road restrictions are in place. He stated he felt the proposed use would create <br />a nuisance and does not fit within the residential zoning of the area. <br />Applicant David Hauan, 16341 Jarvis Street, stated all of his trucks are not overweight, are <br />perfectly legal, and he is able to drive during road restrictions in the spring. He added his trucks <br />are not over five tons and they leave empty and return empty. <br />Motion by Councilmember Elvig, seconded by Councilmember Look, to Adopt Resolution #09- <br />08-191 Adopting Findings of Fact #0852 relating to the Applicant's request for a Home <br />Occupation Permit. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Look, Dehen, and Wise. <br />Voting No: Councilmember McGlone. Absent: Councilmember Jeffrey. <br />Motion by Councilmember Elvig, seconded by Mayor Ramsey, to Adopt Resolution #09-08-192 <br />Approving the Applicant's request for a Home Occupation Permit based on the Findings of Fact. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Look, and Wise. <br />Voting No: Councilmember McGlone. None. Absent: Councilmember Jeffrey. <br />Case #8: Authorization to Enter into a Contract for Newsletter Ad Sales, Newsletter <br />Redesign, and Newsletter Printing Services <br />Management Intern Hendricks reviewed the staff report <br />City Attorney Goodrich requested that the motion by the Council include a provision that the <br />contract is subject to City Attorney approval as to the standard city contract legal form. <br />Motion by Councilmember Dehen, seconded by Councilmember Elvig, to Adopt Resolution <br />#09-08-193 Authorizing Staff to enter into contracts with Youth First Marketing, LLC, Great <br />River Printing, and Audra Leonard (Logodog), subject to City Attorney approval as to the <br />standard city contract legal form. <br />Further Discussion: Councilmember Look stated it was his understanding the City was looking <br />for a designer of the newsletter that could also facilitate the website. He asked if the design for <br />the newsletter will be transferable to the website, and whether the graphic artist can do the work <br />required on the website. Deputy City Administrator Nelson stated staff was pursuing the Ramsey <br />Resident piece on one track with advertising, separate from the website; as a result, all work with <br />the graphic artist is strictly related to the newsletter redesign. She added the new design could be <br />replicated on the website if Council chooses. Councilmember Look stated he felt staff should <br />probably coordinate the two, and asked if Ms. Leonard's $250 for the additional seasonal <br />artwork is intended to involve designing something from scratch or simply changing pictures. <br />He noted the other business quoted significantly more for four seasonal designs. Management <br />Intern Hendricks stated it was her understanding that Ms. Leonard would use the design as is, but <br />the City would have the option to change it with the seasons and she would charge $250 for that <br />City Council /August 25, 2009 <br />Page 14 of 20 <br />
