<br />COMMITTEE BUSINESS <br /> <br />Case #1: <br /> <br />Consider Request to Provide Birch Hill Lodges with Screening from TH 47 <br /> <br />Assistant City Engineer Jankowski reviewed the staff report related to a subdivision in the area <br />of Sunwood and Cobalt. He noted that staff is recommending installing two salvaged evergreen <br />trees to be placed in this area. <br /> <br />Councilmember Dehen asked what the criteria is for when the City will agree to put City staff <br />and money in to resolve a complaint, such as this. <br /> <br />Public Works Director Olson stated that in this case, after conducting a site visit, they felt it was <br />feasible in this case to make a compromise and utilize the salvaged trees. He stated that there is <br />criteria for sound mitigation that the City can follow. <br /> <br />Councilmember Dehen asked if the City should do more in the initial planning <br />approvals to ensure that the City doesn't have to come back and fix things after the <br />development is completed. <br /> <br />Public Works Director Olson stated that he thinks the City does a good job with sound <br />mitigation, but there is flexibility in administering the rules for mitigation because it allows for <br />berming and vegetation. <br /> <br />Chair Elvig stated that this case concerns him, because the sound barrier requirements when this <br />development went in were met and achieved and now the person who moved in here doesn't like <br />the lights that are coming in. He stated. that he questions whether this is something that the <br />Homeowner's Association or the developer should be handling rather than the City. He stated <br />that he doesn't want to set a precedent with this case. <br /> <br />Councilmember McGlone stated that this is another case of not letting people be "special"~ He <br />agreed that this particular situation may not be a big deal, but the next one coming in the door <br />may want to be treated "special" also. He stated that he doesn't like the idea of having the City <br />get involved and thinks the resident should go to the Homeowner's Association. <br /> <br />Chair Elvig stated that he is concerned that the City was lax in barrier requirements initially. He <br />suggested that perhaps the City could participate in some manner on a financial level in this <br />project, in partnership with their Homeowner's Association. <br /> <br />The Committee discussed the costs if this moves forward as proposed. <br /> <br />Councilmember McGlone stated that he feels we are working with the wrong party. He noted <br />that it shouldn't be the individual, but the Association, if they feel it is warranted.
