<br />Motion by Councilmember McGlone, seconded by Councilmember Dehen, to recommend that <br />the City Council deny the request to provide Birch Hill Lodges with screening from TH 47. <br /> <br />Motion carried. V oting Yes: Chair Elvig and Councilmembers McGlone and Dehen. Voting <br />No: None. <br /> <br />Case #2: <br /> <br />Consider Drainage Resolutions for Gorhams Sandy Acres <br /> <br />City Engineer Himmer reviewed the staff report. He noted that Brian Swanson owns a home at <br />15130 Waco Street NW and is present to discuss this issue. He stated that as he looked closer <br />at this drainage issue, he thinks it maybe more of a regional issue and not an isolated, individual <br />issue. He stated that he invited 40 homeowners to discuss the issue; but only two responded, one <br />being Mr. Swanson, who raised the original concern and the other who lives on a high piece of <br />ground and is not affected by the drainage issues. <br /> <br />Councilmember. McGlone stated that he feels this is a situation that is "special" and warrants <br />attention. He stated that since the notices were sent out and virtually nobody responded, he <br />would venture to say that this is more of an isolated instance in the neighborhood and not global. <br /> <br />Mr. Swanson stated that he will do whatever he needs to do to get this fixed. He stated that he <br />has been there for 15 years and has tried everything he can think of to fix it, but nothing has <br />worked. <br /> <br />Public Works Director Olson stated that these are the kinds of projects that the Stormwater <br />Utility Fund is meant to be used for. <br /> <br />Councilmember Dehen asked if there could be something done to leave the water there and not <br />try to channel it to somewhere else. <br /> <br />Public Works Director Olson stated that this is an excellent question. He stated that keeping the <br />water in place in the spring doesn't work, but it does the other 99% of the time. <br /> <br />Chair Elvig stated that he would support the City being involved financially at this point but <br />would like to take a look more closely at the whole area and not just localized in this area. <br /> <br />Mr. Swanson briefly reviewed the efforts he has made to alleviate this issue. He noted that he is <br />not concerned about his lot being wet, but with the building that ends up filled with water. <br /> <br />Councilmember Dehen stated that he does not think this is a regional issue at all because only <br />two people responded to the notice that was sent out. He stated that it appears that the garage <br />was constructed too low. He stated that he doesn't want to set a precedent with this case and <br />stated that he would support technical support from staff in helping to resolve this issue. <br /> <br />Public Works Director Olson noted that if this turns into a bigger project, it would be completed <br />next year, not this year. <br /> <br />Public Works Committee / June 16,2009 <br />Page 3 of 6 <br />
