CASE # S <br />AWARD CONTRACT FOR CONSULTING SERVICES FOR THE <br />DEVELOPMENT OF EAST MEANDERING COMMONS PARK <br />By: Tim Himmer, City Engineer <br />Background: <br />A detailed concept plan for the development of East Meandering Commons Park, located within <br />Ramsey Town Center was created during the visioning process for the Town Center. The plan <br />was developed through a collaborative process and much work was put into it by various groups. <br />On August 11, 2009 the City Council authorized the preparation and distribution of an RFP for <br />the selection of a consultant team that would assist in refining the existing conceptual design. <br />The consultant chosen will work with staff, various City commissions/committees, and the <br />public to develop a final master plan for the park. They will also be responsible for the creation <br />of a project phasing plan and associated budgets, and assistance with preparation of construction <br />documents. <br />The City received a Livable Communities grant from the Metropolitan Council in the amount of <br />$363,756 for construction of an amphitheater, pedestrian bridge, and trails within this park space. <br />This grant will expire on June 30, 2010 and only includes project hard costs (construction <br />dollars}, with the City covering the soft costs (design). Engineering staff is currently working on <br />the necessary infrastructure to support development of this park, but we are looking for more <br />specialized assistance in certain areas. <br />Observations: <br />The RFP was sent out to six (6) consulting firms, MSA Professional Services, Landform <br />Engineering, Close Landscape Architecture, Brauer & Associates, Landscape Architecture, Inc., <br />and Kimley Horn. We have received four (4) responses and they are currently being reviewed <br />and evaluated based upon the following criteria: <br />Understanding of and agreement with the firm's approach and methodology to the <br />project, including our general feeling or confidence in the firm to perform the work. <br />(20%) <br />2. Total cost of services and fees charged. (15%) <br />3. Experience with similar projects and clients, and availability of the firm. (15%) <br />4. References provided by past and current clients of the firm. (5%) <br />5. Specialized experience and technical competence of the firm and project team assigned, <br />including any subcontractors and associate firms as they relate to the specific needs of <br />this project. Qualifications and expertise of the project. team. (20%) <br />6. Resources of the firm to conduct and complete this project in a satisfactory manner, <br />including the demonstrated ability to deliver work on time and within budget. (15%) <br />7. Clarity, organization and responsiveness of the proposal. (10%) <br />
