C asc # g <br />CONSIDER A RESOLUTION ELIMINATING TWO POSITIONS <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />In March 2009, staff conducted an analysis of building permit data from 2003-2008 and <br />determined that with the decline in activity the city was overstaffed by two Building <br />Inspectors. Two Building Inspectors were laid off on March 25, 2009. <br />During 2010 budget discussions, staff again reviewed activity and staffing levels in the <br />Building Division. After an extensive analysis of available work and 2010 budget <br />projections, it has been determined that it is iri the best interest of the City of Ramsey to <br />eliminate two full time positions .from the Building Inspections Division: a Building <br />Inspector and the Secretary: <br />Staff recommends laying off Andrew Schreder, the least senior Building Inspector, due to <br />a shortage of work. Eliminating the Building Inspections Secretary position creates a <br />situation where. the incumbent, Lana Howell, may be reassigned to the position held by <br />the least senior member of her job class. Frankie Jo McNallan, who currently serves as <br />Fire Secretary, is the least senior person in the Secretary job class. Per the AFSCME <br />labor agreement, Frankie Jo McNallan would be Laid off and Lana Howell would be <br />reassigned to the Fire Department Secretary position. <br />If the recommended action is approved by the City Council, a two week notice will be <br />given to Mr. Schreder and Ms. McNallan and severance benefits will be paid per the <br />labor agreement and/or Personnel Policy. <br />Funding Source <br />Reducing staffing levels by these two positions will save the city $140,000 annually. <br />Applicable severance payments will be paid from the Community Development <br />Department's 2009 General Fund Budget and any unemployment benefits will be paid <br />from the Insurance Fund. <br />Committee Action <br />Make a motion to eliminate afull-time Building Inspector position and the full-time <br />Building Inspections Secretary position which will result in laying off Mr. Andrew <br />Schreder and Ms. Frankie Jo McNallan.
