Councilmember introduced the following resolution and moved -for its adoption: RESOLUTION # A RESOLUTION ELIMINATING TWO POSITIONS WHEREAS, the City of Ramsey has conducted a workload analysis in the Building Inspections Division and determined that there is an excess of available personnel hours given the workload; and , WHEREAS, staff has recommended that two full-time positions be eliminated from the Building Inspections Division due to a shortage of work which will result in an savings of $140,000 annually; and WHEREAS, Section 16.1 of the AFSCME labor agreement states the following: EMPLOYEES shall be laid off on the basis of job classification seniority only when the job relevant qualification factors between EMPLOYEES are equal. After at least two (2) weeks notice to the EMPLOYEE, the EMPLOYER may lay off any EMPLOYEE when such action is necessary because of shortage of work or funds, the abolition of a position, or changes in the organization. No regular or probationary EMPLOYEE shall be laid off while there is a temporary EMPLOYEE serving in the same class of position for which the regular or probationary employee is qualified, eligible, and available. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the City Council of the City of Ramsey eliminates afull-time Building Inspector position and the full-time Building Inspections Secretary position which will result in laying off Mr. Andrew Schreder and Ms. Frankie Jo McNallan. Each employee's last day of work will be October 9, 2009. All applicable severance benefits will be paid per the labor agreement and/or Personnel Policy. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember, and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 8~' day of September, 2009.
