Motion failed. Voting Yes: Councilmembers Look and Wise. Voting No: Mayor Ramsey, <br />Councilmembers Dehen, Elvig, Jeffrey, Look, and McGlone. <br />Motion by Councilmember McGlone to approve the project as proposed. Due to no second, the <br />motion failed. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, for regular maintenance <br />and overlay as originally proposed by staff. <br />Further discussion: City Attorney Goodrich recommended the Council prepare a motion to <br />reject all bids and table the project indefinitely. Councilmember Wise asked how much money <br />the City wasted in preparing this project. Public Works Director Olson. estimated ten to fifteen <br />percent of the contract, which was $150,000, if they had hired a consultant firm. <br />Councilmember Dehen noted if this .matter was revived in some capacity in the future, it would <br />not need to be redone. Public Works Director Olson responded the cost of the improvement was <br />nowhere near a total reconstruct. He hoped an overlay would last for years, but they would not <br />be able to reuse the surveys if there was a total reconstruct in the future. Councilmember Elvig <br />stated in good conscience they could not build a road that would be three times more expensive <br />and not have the sidewalk. Councilmember Jeffrey asked if MSA dollars would be <br />reprogrammed to another project. Public Works Director Olson responded they could be <br />reprogrammed but staff's time for this project would not be reimbursed. <br />Councilmember Elvig rescinded his motion. Councilmember Jeffrey agreed to rescind his <br />second. <br />City Attorney Goodrich stated the City did not have a project to match up with these bids and <br />another public hearing had to be held for a simple overlay. He noted Council could not do this <br />tonight and recommended rejecting all bids and directing staff to come back with an overlay <br />proposal. <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to reject all bids and <br />table indefinitely. any further action on the proposed project. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Dehen aye <br />Councilmember Elvig aye <br />Councilmember Jeffrey aye <br />Councilmember Look nay <br />Councilmember McGlone nay <br />Councilmember Wise nay <br />Mayor Ramsey aye <br />Motion carried. _. _ . _ _ _ _ _ . <br />City Council /September 8, 2009 <br />Page 15 of 23 <br />
