Motion failed. Voting Yes: Councilmembers Look and Wise. Voting No: Mayor Ramsey,
Councilmembers Dehen, Elvig, Jeffrey, Look, and McGlone.
Motion by Councilmember McGlone to approve the project as proposed. Due to no second, the
motion failed.
Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, for regular maintenance
and overlay as originally proposed by staff.
Further discussion: City Attorney Goodrich recommended the Council prepare a motion to
reject all bids and table the project indefinitely. Councilmember Wise asked how much money
the City wasted in preparing this project. Public Works Director Olson. estimated ten to fifteen
percent of the contract, which was $150,000, if they had hired a consultant firm.
Councilmember Dehen noted if this .matter was revived in some capacity in the future, it would
not need to be redone. Public Works Director Olson responded the cost of the improvement was
nowhere near a total reconstruct. He hoped an overlay would last for years, but they would not
be able to reuse the surveys if there was a total reconstruct in the future. Councilmember Elvig
stated in good conscience they could not build a road that would be three times more expensive
and not have the sidewalk. Councilmember Jeffrey asked if MSA dollars would be
reprogrammed to another project. Public Works Director Olson responded they could be
reprogrammed but staff's time for this project would not be reimbursed.
Councilmember Elvig rescinded his motion. Councilmember Jeffrey agreed to rescind his
second.
City Attorney Goodrich stated the City did not have a project to match up with these bids and
another public hearing had to be held for a simple overlay. He noted Council could not do this
tonight and recommended rejecting all bids and directing staff to come back with an overlay
proposal.
Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to reject all bids and
table indefinitely. any further action on the proposed project.
A roll call vote was performed by the Recording Secretary:
Councilmember Dehen aye
Councilmember Elvig aye
Councilmember Jeffrey aye
Councilmember Look nay
Councilmember McGlone nay
Councilmember Wise nay
Mayor Ramsey aye
Motion carried. _. _ . _ _ _ _ _ .
City Council /September 8, 2009
