Mayor Ramsey recessed the meeting at 9:35 p.m. and reconvened the meeting at 9:42 p.m. <br />Case #4: Introduce a Proposed Ordinance to Amend Chapter 6, Section 6.04 Entitled <br />Recreational Vehicles <br />Police Chief Way reviewed the staff report. <br />Councilmember Jeffrey asked if there would be any reason to take people farther to the east. <br />Police Chief Way responded there were no trails in that area and one of the reasons to bring this <br />to Pro Power Sports was so people could get there for maintenance, etc. He noted this could be <br />revised in the future. <br />Councilmember Elvig stated he was pleased to see this come back and believed this was a good <br />plan. He asked if they could check with the neighboring city to have a Mayor's trail event. <br />The Council discussed whether to limit the cc size for the non-use area due to a concern about <br />the level of noise on a one-acre property. <br />Councilmember Dehen stated this was also his concern. He stated they wanted to be flexible for <br />kids learning how to drive an ATV, but he did have a concern about a large ATV being run in <br />the neighborhood. <br />Mayor Ramsey stated he was not too concerned about this and hoped the citizens had common <br />sense to not let kids ride large ATVs. He noted the City does have a noise nuisance ordinance. <br />Councilmember Look suggested that 110 cc would be a good threshold. <br />Councilmember Wise stated there are trail bikes up to 175 cc that were very quiet and made for <br />State parks. As a member of the AMA, they had sound tested at the tracks and he agreed with <br />the Mayor that for the most part, common sense would .rule. However, should there be some <br />lack of common sense, the police would deal with it. He stated he was in favor of doing nothing <br />additional until they see what kind of problems might arise. <br />Councilmember Elvig stated he saw a conflict with the nuisance ordinance and having a track <br />area. He asked how someone would use an ATV on one acre and not have a track arrangement. <br />Councilmember Dehen agreed that one acre was not appropriate and too small of an area, except <br />for teaching a kid how to ride a bike. He stated he envisioned this would be for kids and not to <br />establish trails and paths. <br />Councilmember Look stated when they were talking about kids riding mini bikes, they were not <br />excluding parents from plowing their driveways on an ATV. <br />John Enstrom, 181St Avenue, asked what side of 181St Avenue the trail would go down. <br />City Council /September 8, 2009 <br />Page 16 of 23 <br />
