Police Chief Way responded at this point it would be on the south side. <br />Mr. Enstrom stated the south side had many more residents than the north side and his home was <br />only 20 feet from the right-of--way. He suggested they -put the trail across the road in the farm <br />fields: He expressed concern that his sod would be ruined and did not think residents should put <br />up with the noise and inconvenience. <br />Police Chief Way noted they could legally ride there right now. He noted that citizens were not <br />allowed to ride four-wheelers from approximately April 1 to August 1. <br />Councilmember Look stated it was important for those interested in using the trails to obey the <br />rules and asked everyone be respectful. <br />Jan Brock, 15240 Kangaroo Street NW, stated she was in the designated non-use area and <br />snowmobiles had come 120 feet from the. road under her bedroom window. She stated the <br />snowmobilers would continually go over the culverts, which she had to rebuild many times. She <br />asked if they were supposed to call every time there was noise in their neighborhood. She <br />indicated farmers did not want people crossing their fields either as it killed the winter/spring <br />wheat. She stated she did not understand why they were reverting backwards and she wanted <br />things to remain as they were. Ms. Brock noted people did not have common sense and <br />development was not always progress. <br />Mayor Ramsey stated her area was still in the non-use area and if she was having problems with <br />snowmobiling in her neighborhood, she should report it as it was not allowed. <br />Motion by Councilmember Wise, seconded by Councilmember Look, to introduce the ordinance <br />amending Chapter 6 of City Code, which is known as the Traffic, Vehicles and Parking Chapter <br />and Section 6.04 entitled Recreational Vehicles of the City Code of Ramsey, Minnesota. <br />Further discussion: Councilmember Wise asked if they should limit it on motorcycles only. <br />Police Chief Way responded staff would like to see something added for a maximum of 110 cc's <br />for motorcycles on a lot of one acre or less. Councilmember Wise stated he knew some pit bikes <br />were as loud as a 450 cc. <br />Councilmember Wise .amended his motion to indicate motorcycles over 110cc's were not <br />permitted. <br />Councilmember Look seconded the amended motion. <br />Further discussion: Councilmember McGlone stated he believed they were creating a nuisance <br />so he opposed the motion. <br />Amended motion carried.
