<br />Associate Planner Gladhill reviewed the staff report. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Look, to waive the reading of <br />the ordinance as per City Charter and to adopt the Ordinance amending City Code to allow Wind <br />Energy Conversion Systems as a conditional use in certain zoning districts if listed under the <br />individual zoning district. <br /> <br />Further discussion: Councilmember Wise stated he wanted to amend the motion to remove the <br />1,000-foot setback and environmental study. He stated he did not believe a unit would ever be <br />put into the community as it was not conducive to it, but this type of unit was very quiet and he <br />did not see an issue with a setback. <br /> <br />Motion by Councilmember Wise, seconded by Councilmember Elvig, to amend the motion to <br />waive the reading of the ordinance as per City Charter and to adopt Ordinance #09-12 amending <br />City Code to allow. Wind Energy Conversion Systems as a conditional use in certain zoning <br />districts iflisted under the individual zoning district, removing the requirement for a 1,000-foot <br />setback and environmental study. <br /> <br />Further discussion: Councilmember E1vig stated his support because of the heights and the <br />language to prevent shadow flicker. Associate Planner Gladhill noted shadow flicker could be a <br />detriment for one of these coming in. Councilmember Elvig stated he wanted language included <br />about shadow flicker if they were going to reduce the 1,000-foot setback.
