The HKGJIMSA team proposes the following scope of work to achieve the City's goals as
stated in the East Meandering Commons Park request for proposals:

1. ORGANIZE THE EFFORT

This stage will establish a strong foundation for the beginning of the master planning and
site design process. It will build a common understanding between the HKGi/MSA Team,
Steering Committee, and City Staff. We propose a kickoff meeting with all stakeholders
to identify roles, anticipated communication tools, proposed schedule, and to talk in
more detail about our specific approach to design for the project. We will provide
an opportunity for discussion about project goals and objectives, design process and
strategies for community outreach and communication.

Our team will work with City Staff to establish a project website link on the City's website
to inform the public of plan progress and opportunities for the public to participate in the
design process.

2. UNDERSTAND THE CONTEXT AND IDENTIFY
OPPORTUNITIES

We understand that concept planning and schematic design have been completed in
earlier planning efforts for the East Meandering Commons Park and that certain public
and private improvements have already been constructed establishing site context. Our
team will meet with City Staff to discuss project background and become familiar with
early planning studies, budgets and goals of the open space and park system intended
for the Ramsey Town Center.

We will identify and evaluate the full realm of existing physical conditions and challenges,
adjacent issues, and opportunities that may playa role in affecting the more detailed
park design and it's role within the urban fabric of the town center. In this stage, the
HKGi team will develop base maps and a range of analysis exploring such things as
ecological resources, topography, drainage patterns, vegetation, existing and proposed
infrastructure, microclimates, views, links with community events and performances,
surrounding development and open space patterns, travel patterns and town center
connectivity. All ofthese will be documented in map form and be provided as background
information at the first Community Workshop.

Our team will gather relevant information on potential users of the future park facilities
and conduct an interactive community workshop to solicit community preferences
for the park design. Participants will review the site analysis and the goals for the site

SCOPE OF WORK

HKGi
Park Design Services - Page 31
