Request for Proposal DBVELOPMBNTOFBASTMBANDBJlING OOMMONSPARlt IlAMsJiY~MN OVERVIEW OF PROJECT The City of Ramsey is seeking proposals to select a qualified consulting team to develop .a design plan for 'East Meandering Commons Park', located within the Ramsey Town Center Development. The consultant team will be expected to perform services as required by the City in a professional and timely manner, be fully staffed with registered landscape architect(s), and possess LEED certification. The park has been through concept and schematic design phases and the design team must assist with public involvement processes, including various committees and commissions, to arrive at a final design (master plan). The master plan must include a phasing plan, together with associated budgets for each distinct component, and an implementation schedule. Additional services will include preparation of construction documents to incorporate engineering plans being prepared by City staff, and potentially construction administration services, which shall be quoted as a add alternate to this proposal. The City of Ramsey is approximately 29 square miles in area and has a population of approximately 23,500. Establishing parks and creating quality recreational and open space opportunities remains a high priority for the City. There are approximately 500 acres of existing municipal parkland and two regional parks with varying amenities, creating a comprehensive system with many diverse opportunities to recreate and enjoy the natural environment. East Meandering Commons Park is approximately 7.7 acres in size, and has been conceptualized as a blend of natural and planned open space accounting for both programmed activities and hardscape, and passive uses. It is located in the east central area of the 322 acre Ramsey Town Center Development, with residential uses along its north border and primarily mixed uses and community spaces along the south border. The site is surrounded by public roads and includes an overpass bridge for vehicular traffic which bisects the site on a north and south alignment. Major components of the plan include an amphitheater, a water feature that also serves as a stormwater element of the overall development, memorial garden/promenade, public art, pedestrian links (trails, sidewalks and bridges), educational/interpretive wetland creation, and passive open spaces.
