<br />1. Review schedule and budget requirements, including the preparation of cost <br />estimates for each park element or design option. Evaluate options for phased <br />implementation of the project based upon scheduling and funding constraints. <br /> <br />a. The consultant team must work with City staff and various commissions to <br />develop a master plan for the project. The plan should account for the full <br />development cost of the park, including future operational and maintenance <br />costs, and opportunities to connect to adjacent neighborhoods in the <br />community with a variety of transportation options (pedestrian, bicycle, etc.). <br />The development schedule should include a phasing plan to incorporate <br />certain elements into the design as the Ramsey Town Center Development <br />continues to progress and additional funding sources become available. <br /> <br />2. Thoroughly inspect existing site and review existing Town Center documentation. <br /> <br />a. The consultant team must gather and compile relevant land use and housing <br />information to determine the likely number of near and long term users of the <br />proposed park facilities. Identify 'highest and best' land use within service <br />area for planning purposes (e.g. proposed amphitheater capacity and uses), as <br />well as user demographics. Review appropriate public planning documents <br />and existing plats to estimate households that will be within reasonable <br />walking or biking distance from the park. Analyze how other nearby park <br />facilities (existing and proposed) will compliment or place demands within the <br />new park, and how they relate. The plan must include information in the form <br />of maps, tables, charts and graphs, in addition to related commentary and <br />analysis relative to overall goals of the community. Consultant will assemble <br />project base maps from available data sources. Boundary and topographical <br />surveys and aerial photography will be provided by the City to create a <br />CAD/GIS base map for the project area. <br /> <br />3. Solicit and facilitate meaningful public input during the process; including <br />workshops, focus groups, andlor open houses. The consultant team shall <br />integrate, and if necessary, revise the vision of the park into a master plan that <br />takes into account the information received during these interactive meetings. <br />Present preferred plan to the City Council, Town Center Steering Committee, and <br />the Parks and Recreation Commission. <br /> <br />, 4. Analyze sustainable design strategies and coordinate options with the City. <br /> <br />5. Prepare design options and submit completed design devel<;>pment documents to <br />the City for review and approval. <br /> <br />a. Coordinate the comprehensive planning efforts of City staff. and other City <br />consultants to realize the vision of the master plan, and incorporate various <br />components into the plan (planning, engineering, structural, parks and natural <br />resources, financing, legal, and administration). One of the first aspects of <br />this planning will be the coordination of the visioning process currently <br />underway for the western portion of the Town Center Development, and its <br />connection (greenway and/or trails) to this proposed park space. <br />
