Thank you for the invitation to propose and for
this opportunity to introduce to the city our experienced team of landscape architects, engineers, designers, and construction
services staff.

We are excited about the possibility of being involved with a project that could define the character and represent the
community's expectations for park facilities within the Town Center commun, ity. We find this type of project challenging and
rewarding, as they provide us with opportunities to work collaboratively to help provide design solutions that meet technical
requirements while achieving community vision. We are confident that we can assist in the city's delivery of a successful
project. The benefits of selecting our team include:

. Experience: Kimley~Horn and Close have provided design services to more than 50 Twin Cities communities. Our park
design experiences are diverse, but include many similar elements proposed for East Meandering Park. Centennial Lakes
Park in Edina, a project that our project manager, Tom Harrington, RLA, was involved for nearly 10 years, is a great
example of related experience.

. Familiarity: Kimley-Horn and Close team members were key participants on the original project design team for this park
and that history gives us a unique perspective on context, desired uses and amenities, technical requirements, and the
city's desire to create a signature centerpiece and community gathering space at this location.

In this proposal, we will demonstrate our experience and success on similar projects, our responsiveness, and our sincere
interest in partnering with the city of Ramsey on this exciting project.

Sincerely,
KIMLEY-HORN AND ASSOCIATES, INC.

Thomas R.
