Project Understanding and Approach

We recognize the efforts by the city of Ramsey to provide interesting, diverse, and environmentally
responsible community parks within Ramsey Town Center. More specifically, we recognize the city's strong
commitment to develop these initial recreation elements proposed for this East Meandering Commons
Park project and take advantage of available funding for implementation. We understand that the outcome
of this project will result in the implementation of only the second recreational facility within Town Center,
and we look forward to this opportunity to work with the city to see this park become a successful, integral
part of com~unity life.

We understand that responsibilities for design are divided between the selected consultant and city of
Ramsey staff. Generally, the city will be providing engineering design of the storm sewer system and
amphitheater, which includes steps and walls, pavements, grading and drainage, railings, ramps, and other
accessible features. The consultant is to provide design of land~caping, lighting, irrigation, a pedestrian
bridge, amphitheater 'pond wall' retaining wall, sidewalks, and trails. Because of the current budget
established for the pedestrian bridge, it is assumed this structure will be a prefabricated steel truss bridge
and that our design work will primarily include abutment design and coordination with a fabricator.

. .
Kimley-Horn and Associates, Inc. and Close Landscape Architects have joined together to bring a
wealth of local, related park design experience and direct Town Center project history to this project. We
know that as part of the initial master planning process for Town Center, a team of landscape architects,
engineers, architects, ecologists, and other professionals defined a comprehensive green framework that
included a variety of parks, trail corridors, and public open space throughout the Town Center.

Team members from both Kimley-Hom and Close were key participants on that team, providing design
direction, project management and a thoughtful process that engaged city staff, various commissions, and
other stakeholders along the way. Our day-to-day participation in this early discussion and subsequent
detailed design work gives us a unique perspective on project history, context, desired uses and amenities,
technical requirements, and the city's desire to create a signature centerpiece and community gathering
space at this location. With this history, it also allows our team to efficiently move beyond project
familiarization to effectively begin the community input and design phases of the project. We know that
funding, schedule, sustainable design, and community input are key to the success of this project, and our
team has significant project experience in each.

Brief biographies of our key team members follow the Firm Background and their full resumes are located
in the appendix of this proposal highlight their experiences.

Process

We understand that construction documents were prepared in 2006 for the park components required
within this project. Early in the design process, a primary task will include the validation or confirmation of
the existing design's appropriateness, size, location, and feasibility-are the assumptions from 2006 still
valid, does the plan include the correct facilities, are they adequately sized, can they be maintained
sufficiently, will they be used-all good questions that need to be asked.

Our team also has a strong reputation for project management including thorough tracking and
communication of administrative responsibilities including budget, schedule, work progress, meeting

2

....,-n Kimrey..Hom
~_U am Associates, lnc.
