<br />Case # I <br /> <br />CONSIDER PHASE II PARKING RAMP DESIGN SERVICES <br />By: Leonard Linton, Civil Engineer II <br /> <br />Background: <br /> <br />The City of Ramsey obtained a Congestion Mitigation Air Quality Program (CMAQ) grant in <br />2006 to add 200 stalls to the existing parking ramp. The focus of the CMAQ program is funding <br />transportation programs that reduce vehicle tailpipe emissions and is a national program locally <br />administered by MN/DOT. The parking ramp currently serves the Municipal Center and the <br />Ramsey Star Express riders. It will serve the users of the future buildings to be constructed west <br />of the parking ramp and Northstar Commuter Rail riders when the Ramsey Station is <br />constructed. The grant is in the amount of$3.5 million and sunsets in March 2010. <br /> <br />Council requested that additional proposals be solicited when this case was presented at the last <br />meeting. Staff has received an additional proposal from Walker Parking Consultants. Both <br />proposals are attached to the case. Staff will be present to review the proposals with the <br />committee. <br /> <br />Financing: <br /> <br />The funding for the design work will come from the Landfill Trust Fund. Proceeds .from the sale <br />of land in Ramsey Town Center will be used to reimburse the Landfill Trust Fund. <br /> <br />The HRA is paying for maintenance on the existing ramp and will pay for maintenance on the <br />expansion also. Staff will provide details on the maintenance budget at the meeting. <br /> <br />Recommendation: <br /> <br />City Staff recommends that a motion be made to recommend selection of Walker Parking <br />Consultants as the consultant for design of the Parking Ramp Expansion in the amount of <br />$118,000. <br /> <br />Committee Action: <br /> <br />Motion to recommend selection of Walker Parking Consultants as the consultant for design of <br />the Parking Ramp Expansion in the amount of $118,000. <br /> <br />Reviewed by: <br />Director of Public W orks/ Principal City Engineer <br /> <br />FC: 9/29/09 <br /> <br />~\ ~if <br />
