Case # I CONSIDER PHASE II PARKING RAMP DESIGN SERVICES By: Leonard Linton, Civil Engineer II Background: The City of Ramsey obtained a Congestion Mitigation Air Quality Program (CMAQ) grant in 2006 to add 200 stalls to the existing parking ramp. The focus of the CMAQ program is funding transportation programs that reduce vehicle tailpipe emissions and is a national program locally administered by MN/DOT. The parking ramp currently serves the Municipal Center and the Ramsey Star Express riders. It will serve the users of the future buildings to be constructed west of the parking ramp and Northstar Commuter Rail riders when the Ramsey Station is constructed. The grant is in the amount of$3.5 million and sunsets in March 2010. Council requested that additional proposals be solicited when this case was presented at the last meeting. Staff has received an additional proposal from Walker Parking Consultants. Both proposals are attached to the case. Staff will be present to review the proposals with the committee. Financing: The funding for the design work will come from the Landfill Trust Fund. Proceeds .from the sale of land in Ramsey Town Center will be used to reimburse the Landfill Trust Fund. The HRA is paying for maintenance on the existing ramp and will pay for maintenance on the expansion also. Staff will provide details on the maintenance budget at the meeting. Recommendation: City Staff recommends that a motion be made to recommend selection of Walker Parking Consultants as the consultant for design of the Parking Ramp Expansion in the amount of $118,000.
