<br />Mayor Ramsey introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-08-189 <br /> <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0851 RELATING TO A <br />REQUEST FROM SCOTT GRAMS FOR A HOME OCCUPATION PERMIT TO <br />OPERATE A TOWING AND RECOVERY BUSINESS ON THE PROPERTY LOCATED <br />AT 16450 NOWTHEN BOULEVARD NW. <br /> <br />WHEREAS, the City of Ramsey received an application from Scott Grams requesting a <br />home occupation permit to operate a towing and recovery business in a principle dwelling unit <br />located on the property generally known as 16450 Nowthen Boulevard NW and legally described <br />as follows: <br /> <br />That part of the Northwest Quarter of Section 15, Township 32, Range 25, Anoka <br />County, Minnesota, described as follows: <br /> <br />Commencing at the Northeast comer of said Northwest Quarter, thence north along the <br />east line thereof a distance 141.76 feet; thence east parallel with the north line of said <br />Northwest Quarter a distance of 31 0.02. <br /> <br />(the "Subject Property") <br /> <br />NOW THEREFORE, BE ITRESOL VED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br /> <br />1. That on March 26, 2009, Scott Grams, hereinafter referred to as "Applicant", properly <br />applied for a principle dwelling home occupation permit (the "Permit") with commercial <br />vehicle off-street parking to operate a towing and recovery business on the Subject <br />Property. <br /> <br />2. That businesses operating within a principle dwelling or accessory structure in the R-1 <br />Rural Developing District require the issuance of a home occupation permit when off- <br />street parking operates beyond the parameters of9.11.08 (Off-Street Parking). <br /> <br />3. That the Applicant appeared before the Ramsey Planning Commission for a public <br />hearing pursuant to Section 9.03.05 of the City Code on August 6, 2009, and that said <br />public hearing was properly advertised. <br /> <br />4. That the Subject Property is zoned R-1 Residential - Rural Developing, and the <br />surrounding parcels are also zoned R-I Residential-Rural Developing. <br /> <br />5. That the Subject Property is approximately 1.01 acres. <br />
