<br />Assistant City Engineer Jankowski stated that Mn/DOT provided the life cycle costs, explaining <br />a bituminous street would need seal coating every seven years; therefore, depending on the street <br />and traffic, concrete may be a better choice. <br /> <br />Councilmember Dehen referred to a personal experience stating issues with concrete cracking <br />and popping. He noted his concerns with concrete not being quality controlled. <br /> <br />Public Works Director Olson agreed noting he had a similar experience in the mid-1990s. At <br />that time, clay in the rock would expand and pop out in the concrete and similar incidences can <br />happen with asphalt as well. <br /> <br />Councilmember McGlone stated some products fail and that the City could insure the work that <br />the hired company is doing. He noted there are too many factors involved with concrete and he <br />would like to see a comparison before a job is hired out as well as conditions that are included <br />with a job. He added a better comparison over time would allow making a decision. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Dehen, to table considerations of <br />concrete versus asphalt pavements and direct Staff to evaluate and present cost comparisons for <br />future discussion. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig and Councilmembers Dehen and McGlone. <br />Voting No: None. <br /> <br />Case #6: <br /> <br />Feasibility Study for Safety Improvements on Dysprosium /143rd Avenue / <br />Argon Streets <br /> <br />Assistant City Engineer Jankowski reviewed the staff report. <br /> <br />Chairperson Elvig stated there is enough space to have sidewalks on both sides of the street, <br />noting there is 80 feet of right-of-way. <br /> <br />Councilmember Dehen stated if the sidewalk is built against the curb then there is no opportunity <br />for trees to be planted. <br /> <br />Assistant City Engineer Jankowski explained the location of the sidewalk would be on the west <br />side of Dysprosium Street and would not lose any parking on the street. He stated the size would <br />be a six-foot sidewalk and a seven-foot terrace. <br /> <br />Public Works Director Olson stated the edge of the sidewalk that is close to the roadway would <br />be on the curb line. The sidewalk would be built into the right-of-way toward the homes. <br /> <br />Councilmember McGlone asked what criteria are being used to whether or not a sidewalk should <br />be proposed.
