<br />Public Works Director Olson stated Staff has been operating under the direction of the City <br />Council to place sidewalks on both sides noting, however, that trails and sidewalks can become <br />controversial. <br /> <br />Chairperson Elvig stated after sidewalks are built the residential outcomes are favorable. <br /> <br />The Committee discussed the proposed location of the sidewalk, snowplowing, walking ability, <br />lights and trees. Having rights-of-way on both sides for sidewalks, "necking" down and limiting <br />the parking, were also discussed. <br /> <br />Chairperson Elvig noted the road is such a wide road that he would like to address ways to <br />naturally help the road remain calm, with sidewalks on both sides and parking on one side. <br /> <br />Councilmember Dehen requested a Staff recommendation. <br /> <br />Public Works Director Olson stated Staff recommendations are II-foot wide lanes with8-foot <br />wide parking. He suggested if the goal is to slow down traffic, to add street trees or "necking" at <br />the intersection. <br /> <br />Councilmember McGlone stated his concerns regarding plowing on streets with "necking". <br /> <br />Councilmember Dehen stated he likes the idea of "necking" down Dysprosium Street, noting it <br />would be easier to cross the road at the intersection and give the road a calming feel. <br /> <br />Chairperson Elvig stated he wouldn't want to take away the convenience of a connector road, <br />noting the road is only going to relieve more traffic in the future. He would like to create a <br />walkable boulevard and is concerned with "necking" down, as well as parking on both sides. <br /> <br />The Committee discussed only "necking" at certain intersections. <br /> <br />Chairperson Elvig asked about road beautification suggestions. <br /> <br />Assistant City Engineer Jankowski stated there have been requests to widen driveways, which <br />would be reviewed by Staff. <br /> <br />The Committee discussed sidewalks on both sides, parking on both sides or only on the west <br />side, noninvasive boulevard trees, concrete curb, and "necking" down for long-term future <br />traffic. <br /> <br />Public Works Director Olson explained engineering benefits such as gentle curves making for a <br />nicer project that looks equal to both sides and the impact of people' s perceived yards. <br /> <br />Chairperson Elvig stated he doesn't want to physically slow down the traffic. <br /> <br />After a lengthy discussion, the following staff direction was received. "Necking" at all <br />intersections between Nowthen Boulevard and Bunker Lake Boulevard. Intersection chokers <br />shall be included on both options.
