<br />CASE # 7 <br /> <br />CONSIDER PROPOSAL FROM LANDFORM FOR CONTINUED RTC WORK <br />By: Amber G. Miller, Planning Manager <br /> <br />Background: <br /> <br />The City's Consultant, Landform, came on board in July to assist the City Council and Steering <br />Committee with refining the vision for Ramsey Town Center. Since coming on board, there <br />have been several Steering Committee meetings, a Public Open House, community focus group, <br />and numerous stakeholder meetings. <br /> <br />At the September 8, 2009 meeting the HRA approved additional funds of $4,000 to complete the <br />scope of services, increasing their contract amount from $23,000 to $27,000; exclusive of the trip <br />to Altoona which was an additional $3,000. <br /> <br />Observations: <br /> <br />On September 21, Staff received an email from Mr. Lazan with Landform proposing to provide <br />services while the HRA considers contracting for development services. The email and the <br />proposal are attached. The contract proposes an hourly as directed contract at an estimated <br />amount of $15,000 per month with Darren Lazan performing the majority of the work himself <br />with minimal assistarice from his staff. Based on therate schedule enclosed at the billable rate of <br />$195.00 an hour, this would amount to roughly 19 hours of work per week for the contract <br />amount at the maximum $15,000 per month. <br /> <br />The HRA needs to determine if there is a need for the interim services proposed by the <br />Consultant or ifthis can be resolved by the RFQ. <br /> <br />Recommendation: <br /> <br />Based on discussion. <br /> <br />Board Action: <br /> <br />Based on discussion <br /> <br />Reviewed by: ~ 0 <br /> <br />City Administrator W. <br />Deputy City Administrator <br /> <br />HRA: 10.06.09 <br /> <br />Attachments: <br />A: Email from Darren Lazan <br />B: Contract for Interim Development Services <br />
