<br />..J.. <br /> <br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report: REPAIR OF SEPTIC SYSTEM AT 16207 AZURITE STREET <br /> <br />By: Steven Jankowski, City Engineer <br /> <br />Background: The property owners who reside at 16207 Azurite Street approached the City because <br />of failures that they were experiencing with their septic system. It was noted that the City had adopted <br />a Septic System Policy in 1992 to insure the elimination public health hazards associated with failed <br />systems. The attached policy was intended to address property owners who were recalcitrant in <br />repairing their systems or who had no other means to finance a repair. The policy which has had little <br />use since the time it was adopted was discussed at the August 19,2009 Public Works Committee. The <br />recommendation of the Committee at that time was to reaffirm the policy, but it also directed that staff <br />research other alternatives for financing such repairs. The Committee intent was to leave the City <br />policy, which involves special assessment of the repair, as an option last resort. <br /> <br />Staffhas learned that there are two local options for assisting with the cost of a septic system repair. <br />The Anoka County Community Action Program (ACCAP) has emergency assistance monies <br />available for housing related issues. The eligibility requirements are based upon family income <br />guidelines. A second potential for assistance is the Greater Metropolitan County Housing Resource <br />Center which administers community block grant funds through a contract with Anoka County. The <br />eligibility requirements include; home value, age of the unit,. residence time within the unit, and family <br />household income. <br /> <br />The City has inspected the system at 16207 Azurite on September 11, 2009 and has determined that <br />the system is in failure. The owners have been given30 days to repair the system. The owners had a <br />design prepared for the replacement but have requested assistance through the City's Septic Repair <br />Policy with the financing the installation of the replacement system which is estimated to cost <br />approximately $9,000. Staffhas requested quotations from four septic system installers which are due <br />on October 12. The property owners will be asked to sign an Agreement of Assessment and Waiver of <br />Irregularity and Appeal which accepts the assessment of the replacement costs to the property and <br />waives the right to challenge or dispute the amount. This Agreement is attached to the case. The <br />assessment process requires that a public hearing be properly noticed and held. <br />
