Background: <br />Section 8.30.03(c) of City Code allows the installation of septic systems by the property owner <br />provided that the City received an indemnification from that property owner. Anoka County has <br />an ordinance that prohibits the installation of septic systems by anyone without an installer's <br />license. Staff understands that in a conflict such as this, Anoka County has primacy over this <br />City and that the City cannot be less restrictive than the County. <br />Motion to recommend that the City Council direct staff to have the City Attorney review the <br />issue of indemnification of property owner installed septic systems and prepare for the repeal of <br />Section 8.30.03(c) of the City Code. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #4 Policies and Ordinances Relating to Sidewalk Installation <br />Background: <br />At the request of the Public Works Committee, staff has reviewed City Code and other policy <br />documents in an attempt to provide a comprehensive summary concerning sidewalk and <br />pedestrian considerations for the City's transportation network. The recommended guidelines <br />and priorities for sidewalk and walkway which have been prepared by the Federal Highway <br />Administration were provided to the Committee. <br />Motion to recommend that the City Council direct staff to develop a policy regarding sidewalk <br />installation in existing right -of -way. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />COMMITTEE INPUT <br />Councilmember Elvig requested staff look at the field next to Alpine ballpark with respect to <br />parking and if the City should grade the hill in that location for additional parking. <br />Highway 10 Median Opening at License Bureau <br />Staff asked if the Committee wanted to look at the Highway 10 median opening at the Licensing <br />Bureau now or if the Committee wanted to wait to see what happened. <br />The consensus of the Committee was to wait to see what happened. <br />Reviewed by: <br />City Administrator: <br />Public Works Direct /Principal <br />City Engineer <br />Assistant City Engineer <br />CC: 10/13/09 <br />- � td FT' '/ <br />ngineer <br />
