Ramsey Town Center <br />Subject: Parking Ramp 200 Stall Expansion <br />Date: August -26; ;2009 <br />We are pleased to submit this proposal for anew contract for the following services. Our <br />work will include Architectural, Engineering and Consulting services for the expansion of <br />the City owned structured parking facility to ensure that the City retains its rights, to the <br />CMAQ Grant funding for the project. <br />PROJECT UNDERSTANDING <br />The City of Ramsey currently owns a 560 car parking structure adjacent to City Hall that <br />was completed in 2006. At the time of the initial design effort, the City authorized LSA <br />Design to complete Schematic Design documents for an additional 200 stalls for the <br />structure. The purpose of this design exercise is to: <br />Complete Final Design documents for the 200 stall expansion • <br />Deliver all necessary DCP and project development documentation to <br />MnDOT necessary to meet the funding requirements and project sunset <br />date. <br />We are currently estimating that a Preliminary Construction Budget for <br />this project is $3,600,000 according to the CMAQ Grant <br />LSA Design will be the lead design professional with responsibilities including <br />architectural, structural engineering, mechanical engineering, electrical engineering, civil <br />engineering, landscape architectural, and functional design services. The scope of <br />service also includes coordination with adjacent developments. <br />MnDOT /CMAQ Initiation Submittals <br />■ LSA will complete the submittals for the Delegated Contracting Process (DCP), a <br />Project Memorandum (PM), revisions to the existing Categorical Exclusion (CE) that <br />are required for MnDOT review and approval. <br />• We will verify that the proposed footprint of the original Phase II planning documents <br />are still accurate to confirm there will be no additional right of way requirements and <br />will re- submit ROW Certificate #1, <br />SD /Design Development: <br />11 Develop the Schematic Design for new project elements including a new western <br />stair tower. <br />
