CASE # <br />CONSIDEER MEMORANDUM OF UNDERSTANDING (MOU) WITH ANOKA <br />COUNTY RELATED TO CITY PROJECT #08-27, 167 AVENUE NW REALIGNMENT <br />By: Tim Himmer, City Engineer <br />Background: <br />On April 8, 2008 City Council authorized staff to prepare plans and specifications for the <br />realignment of 167 Avenue NW. The project was bid on April 28, 2009, and a contract was <br />awarded to Hennen Construction on June 23, 2009. <br />Through the review process by Anoka County a right turn lane was required on southbound <br />CSAH 5 (Nowthen Boulevard) to westbound 167 Avenue. Left turn lanes on CSAH 5, in both <br />directions, were also requested by the County. Since traffic volumes along this stretch of <br />roadway have not increased significantly over the last 5 years, development has been slow in this <br />portion of the City, and the planned 167 Avenue improvements would help improve capacities <br />through the intersection staff requested elimination of the left turn requirements at this time. The <br />County agreed to this request but required execution of the attached MOU to provide <br />clarification on when such turn lanes would need to be constructed. <br />Observations: <br />In the future, when more roadway connections are constructed and traffic volumes increase <br />through this area, left turn lanes will most likely be warranted at this intersection. The City will <br />continue working with the County to keep them informed of any such future improvements, and <br />reach agreement on the appropriate time to install left turn lanes along CSAH 5 at 167 Avenue. <br />Funding: <br />No funding is required to execute the MOU. <br />Staff Recommendation: <br />Staff recommends accepting and executing the MOU from Anoka County. <br />Council Action: <br />Motion to accept and execute the MOU from Anoka County. <br />Attachments: <br />MOU <br />Reviewed by: <br />Public Works Director/Pr 'p n er <br />City Administrator: <br />CC: 10/13/09 <br />
