8.30.03 Permitting <br />Report. The fee for the permit shall be established by City Council <br />resolution. <br />f. Financial Hardship. In cases where financial hardship is caused by <br />adhering to the requirements of this section, City staff shall work with <br />residents to identify sources of financial assistance to aid the property <br />owner with the expenses of compliance with this section. <br />a. Permits Required <br />1, Construction Permits. A permit shall be obtained whenever any <br />ISTS in the City is installed, replaced, altered, repaired or extended, <br />Installation, replacement, alteration, repair, or extension of an ISTS <br />shall not begin without first making an application for a permit and <br />obtaining said permit from the Department for each specific <br />installation, replacement, alteration, repair or extension pursuant to <br />this Section. A permit shall not be required only for the work <br />identified under Section 8,30,03 b. above of this Section. Such <br />permits are not transferable as to person or place, Such permits shall <br />expire 12 months after date of issuance, <br />2. Posting of Permits. Permits shall be displayed by permittee at the <br />time of inspection upon request of inspector. <br />b, Permits Not Required. Permits shall not be required only for the <br />following: <br />1, Repair or replacement of pumps, floats or other electrical devices of <br />the pump or baffle in a septic tank. <br />c, Property Owners Doing Own Work. Property owners who may be <br />permitted to construct or repair ISTS on their own properties shall be <br />exempted from providing proof of a State license but shall be required to <br />execute a signed indemnification agreement pursuant to Subdivision 3,31 of <br />this Section, Property owners doing their own work must comply with <br />Section 8.30.03 a. above as well as other applicable provisions of this <br />Section, A property owner shall have either a current license issued by the <br />MPCA for Designer I or IT if they wish to perform the site evaluation or <br />design their own ISTS. Pressurized systems or mounds cannot be <br />constructed by anyone other than a licensed installer, <br />1. Indemnification Agreement. The permittee shall provide a signed <br />agreement to the Department which indemnifies and saves the City, <br />holding it harmless from all Losses, damages, costs and charges that <br />
