Mayor Ramsey questioned if a motion could include the use of small machines of that nature. Ms, Anderson suggested that the Council amend the definition of recreational vehicles to allow for small, motorized vehicles that children would ride, Councilmember Elvig suggested passing this ordinance and making adjustments in the future. Case #8: Consider a Resolution Eliminating Two Positions City Council / September 22, 2009 Page 13 of 15 Deputy City Administrator Nelson reviewed the staff report. Motion by Mayor Ramsey, seconded by Councilmember Elvig, to eliminate a full -time Building Inspector position and the full -time Building Inspections Secretary position, which will result in laying off Mr. Andrew Schreder and Ms. Frankie Jo McNallan. Each employee's last day of work will be October 9, 2009. Further discussion: Councilmember Dehen questioned clarification in regard to the severance package. Deputy City Administrator Nelson explained that accrued vacation and a percentage of accrued sick time would be paid out based on years of service. Councilmember Dehen stated that he was concerned that the best employee may not be retained in certain circumstances due to "bumping." Ms. Nelson explained that the process was set through the contract with the Union. Councilmember Elvig explained that additional discussion occurred prior to the meeting and it was not an easy decision. Motion carried. Voting Yes: Mayor Ramsey, Councilmernbers Elvig, Dehen, Jeffrey, Look, McGlone, and Wise, Voting No: None. Case #9: Consider a Resolution Accepting a Request for Reassign Police Chief Way reviewed the staff report, advising the request is for personal reasons of the employee.
