<br />Motion by Commissioner Wise, seconded by Commissioner Look, to approve the agenda as <br />submitted. <br /> <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Wise, Look, Elvig, Jeffrey, <br />McGlone, and Ramsey. Voting No: None. <br /> <br />HRA BUSINESS <br /> <br />Case #1: <br /> <br />Adopt Resolution Approving Proposed 2010 HRA Levy <br /> <br />Planning Manager Miller reviewed the staff report. <br /> <br />Commissioner Look asked what the 2009 HRA levy was. <br /> <br />Planning Manager Miller responded the 2009 levy was $312,433.00. <br /> <br />Commissioner Ramsey stated this was a large increase and he did not remember discussing this. <br />He noted on one hand they. were talking about lowering taxes and now they were talking about <br />increasing the levy. <br /> <br />Chairperson Dehen stated it was a difference of$9.00 per household and he had no issue with it. <br /> <br />Commissioner Elvig asked what the difference was being use for. <br /> <br />Planning Manager Miller responded it would be used for consultant's cost for marketing, land <br />funding, etc. which would be coming out of the HRA budget. <br /> <br />Commissioner Elvig stated he understood there were a lot of costs, but there were other areas <br />they could borrow from and he was also uncomfortable with this amount. <br /> <br />Commissioner Look stated he was comfortable with this increase, noting they lowered the EDA <br />budget the past couple of years and now the EDA budget was switching from industrial parks to <br />the Town Center. He noted the EDA and HRA would be carrying the weight on the Town <br />Center and $9.00 was not a lot of money per household. <br /> <br />Commissioner McGlone asked if the $50,000 parking ramp had been funded from somewhere <br />else. <br /> <br />Planning Manager Miller responded it was a part of the general fund. <br /> <br />Deputy City Administrator Nelson responded the parking structure serviced the Town Center and <br />with the HRA being the landowner, it appeared this was a logical funding source. <br /> <br />Commissioner McGlone stated they were hopefully solving a short-term issue. <br /> <br />Housing and Redevelopment Authority / September 8, 2009 <br />Page 2 of6 <br />
