<br />Deputy City Administrator Nelson stated she did not know the exact agreement, but right now <br />they were bearing the cost to maintain the ramp. <br /> <br />Commissioner Ramsey stated he could not support any kind of increase on this and he personally <br />believed they should keep this the same as last year. <br /> <br />Motion by Commissioner Ramsey, seconded by Commissioner Elvig, to adopt the levy in the <br />same amount as last year. <br /> <br />Further discussion: Chairperson Dehen stated he believed there were many unknowns and it was <br />not reasonable to now try and skimp to the "nth degree" and not raise any type of taxes. He <br />stated if they took this down to "skin and bones," it would cause a problem. Commissioner Wise <br />stated he agreed with the proposed increase. Commissioner Ramsey stated he made the motion <br />because he had questions about the HRA and its function. He believed they were stretching this <br />by focusing on the Town Center instead of focusing on housing. Chairperson Dehen asked if <br />there were any misgivings declaring the HRA to be overseer of the Town Center. City Attorney <br />Goodrich responded if they looked at the words "housing" and "redevelopment" and went no <br />further, that impression could be given, but the Town Center was proposed to have housing in it <br />and State statute would easily fit what the HRA was doing with respect to the Town Center. He <br />noted they were the HRA for the entire City and not just the Town Center. Commissioner <br />Ramsey stated he did not imply they were doing anything wrong, but there was a perception. <br />Commissioner Jeffrey stated if they looked at some of the actions they did previously, he did not <br />believe doing the Town Center was inappropriate. He stated he was not opposed to raising the <br />levy. Commissioner McGlone stated they were doing nothing wrong and, for the record, it was <br />the Housing and Redevelopment Authority, which also included commercial. He stated when <br />they took this on, they took on a big responsibility and they could not cut the marketing budget at <br />this point. <br /> <br />Motion failed. Voting Yes: Commissioners Ramsey and Elvig. Voting No: Chairperson Dehen, <br />Commissioners Jeffrey, Look, McGlone, and Wise. <br /> <br />Motion by Commissioner Look, seconded Commissioner Jeffrey, to adopt Resolution #HRA-09- <br />09-006 authorizing the approval of the proposed 2010 HRA levy in the amount of $408,765. <br /> <br />Further discussion: Commissioner Look stated they had some proposals on the table that would <br />expend this money very quickly and while it was not where he wanted to be, it was what they <br />were forced to do. Commissioner Wise stated they needed to move quickly and get out of the <br />development business. <br /> <br />Motion carried. Voting Yes: Chairperson Dehen, Commissioners Look, Jeffrey, McGlone, and <br />Wise.
