<br />HRA BUSINESS <br /> <br />Case #1: <br /> <br />Review, Veterans Administration Request for Proposal Response <br /> <br />The Commissioners were given a copy of the draft proposal for the Department of Veterans <br />Affairs and Mr. Lazan proceeded to walk them through the proposal. He stated the key appears <br />to be transportation and amenities as the top factors in a site selection; that is the pitch in the <br />executive summary. <br /> <br />Commissioner Elvig felt that most people look at these proposals and look at the final page. He <br />asked Mr. Lazan if he had that map which shows the City of Ramsey dead spot in the middle of <br />St. Cloud and St. Paul. <br /> <br />Mr. Lazan replied that he put that map on the second page. He will place that on the left and <br />show that study area. He continued that the Executive Summary is a "pitch". Anoka County is <br />the best place - there are five times more veterans in this county versus the competing county. <br />The pitch is Anoka County is the best place and Ramsey is the best spot in Anoka County - we <br />can make anything work - and we would love to work with you. <br /> <br />Mr. Lazan continued with the "About Ramsey" piece. It talks about the excellent location and <br />transportation. He stated he might get rid of the population and demographics pie chart. <br /> <br />Discussion ensued relating to the Anoka Technical College and the population of the students <br />plus the custom training available. Deputy City Administrator Nelson stated she would contact <br />Commissioner Jeffrey for this information. <br /> <br />Commissioner Elvig noted page 4 of the proposal and felt that the graphics were too small to <br />read which would result in a loss of interest. <br /> <br />Mr. Lazan stated that he will pull the planning documents into the margin - this is the vision of <br />the Town Center. He stated you do not want to point out that this project failed but you do not <br />want to ignore it either. He stated he would get more graphics on that one to support the Town <br />Center. <br /> <br />Commissioner Ramsey stated he has an issue with saying Allina is locating in the Town Center- <br />we do not know that for sure. Maybe change that to "in or around" Town Center. <br /> <br />Chairperson Dehen felt that saying Allina was locating to the Town Center was not <br />misrepresentation. <br /> <br />Commissioner McGlone thought it could be stated that Allina came to the HRA and said they <br />would build within the city limits of Ramsey and would likely build in or around the Town <br />Center. <br /> <br />Housing and Redevelopment Authority/September 14, 2009 <br />Page 2 of 8 <br />
