Chairperson Dehen stated he sees this as a selling document - let it go. We are trying to entice
them - we believe Allina is looking in the Town Center. Someone relying solely on that
information in locating their clinic would be silly - let them think of this as a medical campus.

Commissioner McGlone disagreed. If they find out this statement may be "full of it" they will
think our whole proposal is "full of it". There is no need to fabricate - we could put "likely to
locate' but that's as far as he felt it should go.

Commissioner Look stated you could state that Allina is planning a $7.5 million investment in
Ramsey and they have the same opportunity to co-locate in the Ramsey Town Center. We want
to paint it as an opportunity for them to locate in the Town Center as well as the Veterans Clinic.

Commissioner Elvig stated that Allina has a new project coming; it has been suggested that it
will be located in Ramsey. They have the same opportunity to locate in the Town Center but we
do not want to state that it will definitely be in the Town Center.

Mr. Lazan agreed to soften the Allina location language.

City Administrator Ulrich suggested placing a period after Ramsey. We somewhat infer it will
be the Town Center but we are not saying it will be located in the Town Center. They can fill in
the blanks and we do not have to.

Commissioner Look stated that we want to somehow word it in a way that says Allina can
optimize their benefits by locating in the Ramsey Town Center as well.

Commissioner Wise expressed his agreement.

Chairperson Dehen stated he seemed to remember they were very excited about relocating in the
Town Center.

Mr. Ulrich suggested putting a comma after Ramsey and state they will be considering the
Ramsey Town Center site as an option.

Commissioner Ramsey stated he is fine with that wording as long as it's not stated cut and dried
that they are moving to the Town Center.

Commissioner Elvig stated. we do not know how many other people are trying to pitch land in
Ramsey - not just the Town Center.

Mr. Lazan reiterated that he would work on that language.

Commissioner McGlone stated that there is a benefit of working with this seller - part of that
benefit is buying property the seller owns.

Mr. Lazan stated we have not addressed that benefit at all - that would be a new concept.

Housing and Redevelopment Authority/September 14, 2009
Page 3 of8
